Summary of Duties

Reporting to the Division Manager, Stormwater Engineering, the Environmental Service Engineer/Program Manager, Stormwater Engineering, assists with planning, managing, reviewing and developing policies for all engineering aspects of water resources management, storm/drainage and Stormwater Management (SWM), environmental protection and engineering planning for various land developments, and the creation/modification and optimization of municipal infrastructures.

Work Performed

  • Assist with all engineering aspects of water resources planning, engineering design, contract preparation, construction and remediation works of storm/drainage, SWM systems and open watercourses, which may include land development, land acquisition and development approval.

  • Responsible for managing staff, training, setting clear job expectations and conducting performance appraisals.

  • Participate in division training programs and strategic planning initiatives.

  • Assist with the preparation of current and capital budgets and the review of the contract documents and tenders and contract awards.

  • Assist with the development of strategic and engineering policies, develop procedures, programs and make recommendations on the implementation plans that are required for delivery of initiatives of storm/drainage and SWM systems' infrastructure.

  • Review water resources studies, engineering drawings for future expansion of storm/drainage and SWM systems; coordinate consultants and contractors for various projects.

  • Assist with determining storm/drainage and SWM design criteria, project design and construction requirements and ensuring compliance with the municipal and provincial standards. Prepare technical reports, cost estimates and cost/benefit analysis.

  • Assist in developing municipal policies for all engineering aspects of water resources management related to storm/drainage and SWM systems.

  • Prepare development application requirements and the subdivision conditions related to storm/drainage and SWM works.

  • Review and perform analyses of the consultants’ studies and submissions of hydraulic/hydrological modeling, monitoring of sewer, storm/drainage and SWM systems and fluvial morphological assessments.

  • Perform periodic inspection of system facilities, components and operations to ensure adherence to procedures and ensure compliance; ensure provision of proper maintenance levels and quality service.

  • Participate in the planning of project designs, capital construction, and asset rehabilitation and renewal programs, and prepare and recommend design criteria. Assist in the coordination of capital projects and programs, reviews contract documents, evaluate tenders and proposals, and assist with the recommendation of contract awards, inspection and administration.

  • Participate in various public relations, education, and system operations initiatives of the water resources systems, including storm/drainage and SWM, flood and erosion protection of open watercourses, erosion sediment control plans during construction activities, government policies, development/review and benchmarking.

  • Make recommendations and enforce policies and procedures of the water resources systems and assist in crisis management in system emergency situations. In the absence of the Division Manager, Stormwater Engineering, act as spokesperson to the media, government agencies and other municipalities in emergency situations.

  • Provide practical and technical design, construction, maintenance and operations expertise related to procedures and policy development, development of standards, and revision of specifications.

  • Provide information or effective recommendations for communications with consultants, contractors, other municipal operating authorities, other divisions and Service Areas within the Corporation of the City of London, government bodies, utility companies, and the public.

  • Evaluate existing maintenance and operations programs and make recommendations for improvement. Monitor and report on program activities.

  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.

  • Perform related duties as assigned.


Qualifications/Experience


  • Undergraduate university degree in Civil Engineering, or a related discipline; or a three year diploma in Civil Engineering Technology, or a related discipline.

  • Licensed with the Professional Engineers of Ontario as a Registered Professional Engineer (P.Eng.) and 5 years of previous experience involving water resources engineering, with preference given to experience in stormwater systems engineering, OR

  • Licensed with the Professional Engineers of Ontario as a Licensed Engineering Technologist (LET) with a scope relevant to the position and 8 years of related work experience.

Specialized Training & Licenses

  • Supervisory, team leader, or project leader experience is an asset.  Demonstrated ability to delegate responsibilities and tasks and ensure that expectations are met. 

  • Ability to establish and maintain effective working relationships with elected officials, individuals representing other municipalities, government agencies, and businesses and the general public.

  • Ability to prepare and present complex proposals effectively and efficiently, both written and oral.

  • Advanced knowledge of various computer modeling programs that may include SWMHYMO, OTTHYMO, HEC-RAS, and XPSWMM, hydraulic and water modelling, GIS and database management is an asset.

  • Ability to travel to various locations within the Municipality.   

Compensation and Other Information

$97,932 to $128,215
