Summary of Duties:

Reporting to the Senior Manager, Applications Development, the Manager, Digital Modernization will lead the implementation the City of London’s Digital Modernization Strategy including fostering new initiatives and strategies to encourage the adoption of low code / no code rapid application development technologies. This position will establish and provide governance for the infrastructure for the new suite of development tools, and mentor and support the adoption of the tools by other teams to sustain the production of applications on the new platforms to enhance service delivery. 

Work Performed:

  • Supervise the ITS Digital Modernization team responsible for developing, governing, and supporting a low-code technology ecosystem.
  • Provide mentorship and training to other ITS teams in their use of this low-code technology.
  • Provide leadership in the development of comprehensive digital strategies that align with the City of London’s goals for enhancing public service delivery; recommend, develop, implement, and maintain comprehensive policies, programs, procedures and protocols that inform and support City services.  
  • Manage the execution and delivery of services and programs in the following areas of accountability:  
    • Lead the development and implementation of key digital modernization projects and initiatives including integration with existing systems and processes, ensuring they are aligned to ITS and Council strategic objectives.
    • Identify potential risks associated with digital modernization projects and develop mitigation strategies to minimize impact and disruptions on operations and service delivery. Identify and update policies and procedures as required. 
    • Ensure City of London digital initiatives are aligned with industry standards and best practices as digital technologies evolve. 
    • Facilitate enterprise-wide collaboration including coordination with other ITS teams and divisions across the City of London on projects to ensure seamless integration of new technologies and processes in the use of low code technology. 
    • Manage projects and initiatives using data analytics and key performance indicators. Make evidence informed decisions.  
    • Brainstorm, troubleshoot and experiment to check potential solutions to problems that may arise through implementation of digital initiatives. Foster continuous improvement and opportunities to improve service delivery and the business responsibilities of the team. 
    • Develop and implement training programs tailored to different groups and use feedback and usage patterns to identify additional training needs and supports. 
    • Manage regular security audits to identify vulnerabilities and ensure compliance with corporate security and ITS standards. 
    • Provide professional advice, project updates and status reports to senior management on projects and initiatives with responsibility to operationalize identified goals and strategies.
  • Manage the Digital Modernization team including hiring, coaching, administration and performance of reporting staff. Respond to sensitive and confidential human resource issues as required.
  • Manage vendor relationships, including procurement, contracts, and service level agreements to support digital modernization goals.  Adhere to the Procurement of Goods and Services Policy 
  • Encourage and support employee participation and commitment to individual, divisional, and organizational objectives.  Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
  • Promote and foster effective relationships with employee groups and bargaining units and ensure consistent application of collective agreements, and related policies and procedures.  Attend related meetings and proceedings and provide advice and guidance as required.

  • Demonstrate commitment and adherence to health and safety legislation and programs; and actively promote a culture of safety with direct reports. 
  • Assist in preparing reports for Council and various Committees as required. 
  • Provide input to the development of the annual operating budget for the ITS to ensure digital modernization projects are projected and included in the budgeting process through the management of the Digital Modernization team budget by preparing associated documents as required. Manage and promote stewardship of financial and organizational resources, 
  • Gather information and assist in preparing responses to inquiries from elected officials, media and the public as requested by the Senior Manager, Applications Development or the Director of IT.
  • Prepare an annual work area plan aligned with ITS and Council strategic objectives, and update Enterprise-wide project plan grid. 
  • Perform related duties as assigned.

Skills and Abilities:

  • Demonstrated knowledge and experience in digital transformation projects including cloud computing, data integration and automation with an in-depth understanding of the area’s programs and services and how the work of the area aligns with the objectives of ITS. 
  • Highly developed analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
    Demonstrated perseverance and resilience in addressing challenges and emergent issues. 
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. 
  • Ability to provide a high level of attention to detail, make sense of data and solve problems. 
  • Ability to understand the importance of service delivery; develop and implement initiatives that support the area’s customers in a timely and effective way.
    Ability to skillfully communicate to a wide and varied audience and effectively influence outcomes; political acumen to identify and manage issues. 
  • Proven ability to establish purposeful relationships and work effectively within all levels of the corporation, with the business community and the public. 
  • Focused analytical and strategic thinking and issue resolution skills, combined with a commitment to innovation and collaboration.  
  • Familiarity with Microsoft server and cloud products such as Azure, IIS, SQL Server, Windows server, in addition to Power Platform.

Qualifications:

  • University Degree or diploma in Computer Science or in a relevant area of study or equivalent combination of education and related experience.
  • Five to seven years related IT experience including project management formal training and project duties.  Information Technology and Project Management certifications such as PMP, PRINCE, ITIL, and Microsoft certificates are assets.
  • Experience leading teams using low-code / no code technologies such as Microsoft Power Platform 
  • Experience managing a software development team. 

Compensation & Other Information:

$117,273 - $153,831 

This posting is for (1) permanent full-time position being filled on a permanent full-time basis.

Current Hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
