Summary of Duties:
Reporting to the Project Manager, Property Tax Systems, the Tax Systems Analyst assists the service area to understand and improve property tax system capabilities in the development of fully integrated business solutions using technology platforms. The Tax Systems Analyst works closely with end users, management, process improvement teams and Information Technology Services (ITS) to leverage technology and develop functionality of systems to meet business needs and improve services.
Work Performed:
- Work with project team to identify property tax systems requirements to meet required project outcomes.
- Provide support for property tax systems projects and related applications by undertaking business requirements analysis.
- Make recommendations and liaise with the manager and external vendors regarding the property tax system to develop systems that enhance services. Analyze problems and develop methods to improve the effectiveness of the application.
- Record, analyze and coordinate solutions to technical problems related to the operation and performance of property tax systems and identify and recommend enhancements to the application.
- Develop processes and workflows to meet business needs based upon knowledge of property tax systems, databases, and related technologies.
- Provide advice and guidance to project team members on matters related to assignments.
- Create and coordinate user acceptance testing plans and activities for all technology related projects and update test cases.
- Assist with business requirements analysis, maintaining system integrity and user security setup.
- Provide information and guidance to service area employees in the new property tax system and processes.
- Develop, implement, and maintain change control processes for all application changes.
- Develop and maintain data sets through dashboards and other business intelligence tools; generate monthly and ad-hoc reports.
- Support the area in defining key performance metrics, data and reporting requirements.
- Collaborate with service area process improvement teams to align the new property tax system with process maps and training tools.
- Assist in identifying the requirements for the citizens' online portal and support the development, testing, and implementation processes.
- Assist with developing and maintaining process documents outlining current practices.
- Assist with creation of instructional tools.
- Assist in executing projects by providing support, testing and preparing documentation.
- Performs related duties as assigned.
Qualifications:
Completion of an Advanced three-year post-secondary Diploma in Computer Systems Technology or Computer Systems Analysis or equivalent.
Experience:
Four years of experience providing business/financial function analysis using enterprise systems.
Specialized Training & Licenses:
- Additional coursework in Business Analysis or Technical Systems Analysis is an asset.
- Certification in Project Management is an asset.
Skills and abilities in the following areas are necessary:
- Knowledge and ability in systems analysis, business application functional analysis and maintenance with a web-based focus preferred.
- Effective customer service and interpersonal skills.
- Demonstrated ability to write, interpret and modify SQL queries at the level required for the project.
- Demonstrated ability to develop business solutions using technology platforms such as VailTech, JD Edwards, SharePoint, or other enterprise systems.
- Experience developing visualization products such as Power Bl, dashboards and other reporting mechanisms to support organizational analysis and decision making.
- Ability to document processes and operational procedures in formats that can be easily understood.
- Ability to use communication strategies and tools to assist varied audiences to understand project goals, findings and recommendations.
- Ability to proactively identify and resolve systems issues.
Compensation & Other Information:
$56,039 - $80,480 (Level 12)
This posting is for one (1) temporary full-time up to 2 years position.
This position is currently under review.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Onsite. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
