Summary of Duties:
Reporting to the Division Manager, Geomatics, the Manager, Geospatial Infrastructure Systems is responsible for managing and deploying Infrastructure Systems Program(s) including program governance, strategic planning, policies and standards for both the Computerized Maintenance Management Systems (CMMS) and Geographic Information Systems (GIS).
Work Performed:
- Provide leadership in the coordination and delivery of (programs, initiatives, policies, projects, planning) that contribute to strategic initiatives
- Manage the entire lifecycle of the Computerized Maintenance Management Systems and Geographic Information Systems programs.
- Manage a team that supports the development of implementation strategies, the collection and synthesis of information, and the optimization of data management practices as they relate to CMMS, GIS and general asset management.
- Manage employees, including hiring, coaching, administration, employee development and performance.
- With the support of Information Technology Services (ITS) as required, oversee the development of custom software tools and automated routines to improve data collection, maintenance, access, distribution, synchronization, quality assurance/quality control, analysis and reporting of asset data support the development and planning of various division budgets and strategies within the scope of responsibilities.
- Co-ordinate integration between CMMS, GIS and other City systems such as Corporate Asset Management (CAM) and Customer Relationship Management (CRM).
- Guide research and investigation into new software technologies and tools related to CMMS, GIS, Asset Management, and related systems and make recommendations to senior management and Information Technology Services for system enhancements, upgrades and solutions.
- Coordinate resources to solve user requests and projects.
- Make presentations as required within the scope of the CMMS and GIS programs.
- In conjunction with corporate information security policies and business needs within Service Areas, determine security access rights for all CMMS and GIS users.
- Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
- Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
- Provide information and recommendations to leadership on priorities within the area. Implement strategies as required.
- Establish, monitor, and report on policies, procedures and practices to mitigate risks of the Corporation.
- Collaborate with partners within and across Service Areas to evaluate business processes, identify business and data requirements and support the development and planning of various division budgets and strategies within the scope of responsibilities.
- Prepare Council and Committee reports; respond to public, media, and Councillor inquiries, and attend meetings as required.
- Implement strategies to track performance using data and analytics; recommend and implement innovative, efficient service delivery practices.
- Follow procurement policies and delegate approval authority as appropriate.
- Provide input into the development of capital and operating budgets; recommend capital priorities for Environment and Infrastructure.
- Serve as the main point of contact for and maintain strong working relationships with CMMS and GIS users to share information, provide expertise and advice related to data management operations and maintenance.
- Perform other related duties as assigned.
Skills and Abilities:
- Ability to apply knowledge of infrastructure and asset management systems/tool configuration to advance the objectives of the Division.
- Demonstrated understanding of Maintenance Management Systems (ESRI Cityworks), GIS principles and practices (ArcGIS), relational databases, SQL, and spatial data sets.
- Demonstrated knowledge of PSAB 3150 asset financial reporting requirements, and the utilization of GIS to support asset management practices and computerized maintenance management systems.
- Demonstrated understanding of municipal Asset Management logic and industry best practices.
- Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
- Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors.
- Committed to employee safety; knowledgeable in the Occupational Health and Safety Act and how it relates to the position.
- Detail-oriented with strong problem-solving and data analysis skills.
- Ability to apply effective interpersonal and customer service skills. Demonstrated understanding of issues that impact specific communities and populations.
- Political acumen and ability to identify and effectively manage emerging issues.
- Ability to implement initiatives that support the section’s customers in a timely and effective way.
- Proficient in Microsoft Office Suite and related software systems.
Qualifications:
- Completion of a University Degree or Diploma in Information Technology, Engineering, Environmental Science, Geography or Geomatics or in a relevant area of study or equivalent combination of education and related experience.
- Five to seven years related experience using the Environmental Systems Research Institute (ESRI) Software (ArcGIS, Cityworks etc) in a municipal water, wastewater and road infrastructure environment including project and management responsibilities.
- A GISP (Geographic Information System Professional) designation is an asset.
- Class G driver’s licence is required.
Compensation & Other Information:
$100,395 - $131,441
This posting is for one (1) permanent full-time position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Onsite. Subject to change in accordance with business requirements.
