Summary of Duties:

Reporting to the Senior Manager, the Manager, Plans Examination is responsible for the management and operation of the plans examination and permit issuance section of the Building Division. This position acts as an expert resource and provides complex technical expertise to staff, industry partners, and customers.  The Manager, Plans Examination ensures plans examination and permit issuance are completed within the compliance requirements of the Ontario Building Code and the Building By-law for the protection of public health and safety.  This position provides leadership and directs the work of a multi-disciplinary team.

Work Performed:

  • Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for the Plans Examination area to meet Council’s Strategic Plan.
  • Responsible for the day-to-day leadership of employees including hiring, administration, and setting standards for performance of reporting employees; respond to sensitive and confidential human resource issues as required.
  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Ensure building permit applications are examined and processed within legislative timeframes; ensure applications and plans received are of a quality that will permit complete examination.
    • Prepare and implement new policies/procedures and update existing policies/procedures as required while ensuring legal requirements are met.
    • Assign and monitor the work of the plans examination team; responsible to ensure a balanced distribution of work; responsible to review plan examiner’s checklists
    • Review plans and specifications to ensure the building regulations have been enforced as prescribed in the Ontario Building Code and any applicable by-laws.

    • Coordinate and ensure other approvals related to plans examination including but not limited to the Fire Department; the Ontario Fire Marshall; the Ministry of Labour, the Ministry of Transportation; and the Upper Thames River Conservation Authority, are obtained prior to authorizing the issuance of a permit.
    • Oversee the service delivery of the team, answer enquiries regarding permit applications.
    • Review mechanical plans for small residential buildings to ensure compliance with the Ontario Building Code, as required.
    • Calculate development charges and check and revise estimate costs of construction as required; review development charge appeals and draft any applicable reports; collaborate with other divisions within the corporation to prepare development charge unit projections.
    • Endorse Conditional Permit Agreements and maintain a list of all Conditional Permits issued.

  • Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports.
  • Provide timely updates, information and recommendations to the Senior Manager on priorities with responsibility to operationalize identified goals and strategies.
  • Identify and recommend internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on specific to the area.
  • Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act.
  • Fairly and consistently administer provisions of various collective agreements to promote positive employee relations within work area.

  • Identify, recommend, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
  • Responsible for the budget of the Plans Examination area; provides input to the Senior Manager on matters relating to the operating budget for the team.
  • Research and prepare reports for review by the Senior Manager for various Committees of Council and other committees as required.

  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.
  • Adhere to the Procurement of Goods and Services Policy.
  • Conduct meetings with architects, engineers, builders, developers, and other members of the public to advise on the Building Code, including interpretations and other applicable requirements
  • Prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the career of a building official, to inform of Ontario code changes, or to provide supplementary information as required.
  • Oversee and contribute to the preparation of documentation and participation in the Building Code Commission; may also be required to attend court as an expert witness, as required.

Qualifications:

  • Three year College Diploma in Architectural Technology or Construction Engineering Technology.
  • Certification as a Building Technologist by the Association of Architectural Technologists of Ontario (A.A.T.O.) or CET designation by Ontario Association of Certified Engineering Technicians & Technologists is preferred.
  • Five to seven years of progressive experience related to building construction or building design; with a good working knowledge of the Ontario Building Code, in particular Part 3.
  • Must be qualified in the categories of General Legal/Process for Inspectors and Designers, Powers and Duties of Chief Building Officials and Registered Code Agencies, Building Structural, Complex Buildings or Large Buildings, On-Site Sewage, Building Services and Small Buildings.
  • Maintain qualifications as determined by the Ministry of Municipal Affairs and Housing.
  • Supervisory experience, including leading a team of technical professionals or equivalent combination of education and related professional and lived community experience. 
  • Certified Building Code Official certification and current member with the Ontario Building Officials Association are assets.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; ability to skillfully communicate multiple perspectives and at times provide alternate concepts or solutions; political acumen to identify and manage issues.
  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
  • Computer literacy in Microsoft Office, Advanced knowledge of the AMANDA System, and related software and database applications.

Compensation & Other Information:

$99,156 - $129,818

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.
