Position Overview

 

The Technologist II, Environmental Assessment, assists in the initiation, coordination, and completion of Municipal Class Environmental Assessments. Your post-secondary education combined with experience with the Environmental Assessment process will enable you to participate in project planning, investigate changes to related policies and procedures, and ensure compliance with those policies. Your experience with developing or implementing strategies for engagement and collaboration with stakeholders and First Nations/Indigenous communities will enable you to facilitate and participate in consultations, and respond to communications from the public, First Nations/Indigenous communities, and agencies.

 

Summary of Duties

 

Reports to the Project Manager, Environmental Assessment, under the overall direction of the Division Manager IV, Sewer Engineering.  The Technologist II, Environmental Assessment provides information and advice to Managers and engineering staff in the Division regarding Municipal Class Environmental Assessments and contributes to the development of effective approaches to support the achievement of Divisional goals and objectives.  

Work Performed

Provides assistance on the initiation, coordination, public and agency consultation, and completion of Municipal Class Environmental Assessments. 

 

Participates in project planning by assisting in the assessment of project needs, identifying scope and deliverables, supporting project priorities and resource requirements, and implementing project strategies, public consultation efforts, plans, schedules and estimates.

 

Investigates, develops, and recommends changes to existing policies, standards, and procedures, as required, to the Project Manager, Environmental Assessment, for consideration.

 

Prepares reports and supporting documentation for Committees and Council, and recommends to Division Manager and Project Manager, Environmental Assessment for approval.

 

Ensures application of and compliance with approved policies, standards, methods and procedures to consultants, developers, contractors and members of the public, and to other Divisions, Service Areas, and government bodies.

 

Reviews payment certificates, change orders, purchase orders, and invoices for external resource contracts for work performed, correctness and progress of work, and recommends to Manager for approval.

 

Assists the Manager by providing input into the development of materials to assist the public and proponents in consultations for Municipal Class Environmental Assessments. Assists with the development and delivery of communication events and strategies regarding a broad range of issues aimed at promoting and raising public awareness on key initiatives of Environment and Infrastructure. 

 

Supports networks with internal and external stakeholders (e.g., First Nations/Indigenous Communities, business community advocates, other agencies and groups, and provincial and federal governments). 

 

Facilitates and participates in consultations; collects required information and opinions, and documents reactions to proposed policies; assesses impacts to existing policies. 

 

Assists with consultation with internal and external contacts to participate in the planning and implementation of communications initiatives within Environmental and Engineering Services to maintain currency of issues and concerns.

 

Facilitates, develops, prepares for, and coordinates various public meetings, open houses, workshops, design charrettes, surveys, and web questionnaires.

 

Responds to communications and events queries from the public, First Nations/Indigenous Communities, and federal/provincial/municipal governments under the guidance of the Project Manager, Environmental Assessments.

 

Performs other related duties as assigned.

Qualifications/Experience

Three-year Community College diploma in planning, civil or environmental engineering, environmental science, or a combination of a diploma and graduate Certificate in a relevant discipline (e.g. Environmental Assessment) that equates to three years of post-secondary education.  

A minimum of four years of demonstrated experience working effectively on complex projects with diverse communities including experience with local First Nations/Indigenous communities.

Specialized Training & Licenses

Excellent verbal and written communication skills.

 

Demonstrated proficiency in in Microsoft Office Suite and related programs and various other software.

 

Experience on projects or initiatives that relate to infrastructure, environmental programs, the Environmental Assessment process, planning and land use or resource management.

 

Experience in developing or implementing strategies and plans for engagement and collaboration with partners, stakeholders, and First Nations/Indigenous communities.

Compensation and Other Information

$52,070 - $75,332 (Level 13)

 

This posting is for Sewer Engineering.

 

Other Information:

 

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

 

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
