The Municipality of Central Elgin is currently seeking a progressive, eager, and self-motivated individual to be part of the Central Elgin team.
Reporting to the Manager of Financial Services, the Utility Billing Analyst is responsible for maintaining customer utility account data, preparing and mailing utility bills, entering utility payment data into the computer system, preparing reports and assisting with citizen inquiries regarding utilities or other municipal services. The Utility Billing Analyst is also responsible for performing a variety of accounting and other analyst duties.

Reporting to the Manager of Financial Services, the Utility Billing Analyst is responsible for maintaining customer utility account data, preparing and mailing utility bills, entering utility payment data into the computer system, preparing reports and assisting with citizen inquiries regarding utilities or other municipal services. The Utility Billing Analyst is also responsible for performing a variety of accounting and other analyst duties.
Some of the major responsibilities include:
- Responds to all customer inquiries, requests and/or complaints both over the telephone and at the counter dealing with water/wastewater. If required the Utility Billing Analyst shall complete the necessary Work Order utilizing computerized work management software and forward to the appropriate staff person.
- Resolves customer services issues related to water and wastewater billing in person and by phone; escalate issues to supervisor as appropriate; and/or refer customers to other departments as appropriate.
- Responsible for water/wastewater utility billing, including calculation of bills, printing and mailing all utility bills and running and distributing post-billing reports.
- Issues and completes work orders for new customer connections and disconnections, meter issues, customer service needs, and all transactions for closed and/or transferred utility accounts.
- Prepares various account reconciliations and related journal entries on a monthly basis, including billing and accounting entries for billable customer jobs.
- Assists with and complete as directed or assigned various financial and general accounting activities.
- Controls and balances records, summaries, complete year-end reports, and reconciliations.
- Provides backup for the other utility Coordinator, which includes answering telephones and fielding questions, concerns, and complaints from the general public about any municipal service. Could also be required to back up to front desk customer service duties as required.
- Minimum of a post-secondary Business Administration diploma in accounting and/or finance.
- Minimum two years’ experience in an accounting environment.
- Experience in billing of metered services will be considered an asset.
- Experience with iCity/VADIM Software and/or in a municipal environment will be considered an asset.
