St. Francis Advocates (SFA) is a non-profit agency that has been advocating for and supporting individuals with developmental disabilities since 1984 in Sarnia-Lambton, Chatham-Kent and Windsor-Essex. Our Agency operates 13 supported group living homes from Port Franks to Windsor, and all parts in-between. SFA also provides supports that allows individuals to live life fully and independently as well as providing planning services to help youth successfully transition from school to a young adult within their community.
This is a hands-on opportunity for a practical, solutions-oriented Human Resources professional with exposure to a broad range of HR functions and subject matter expertise. Your HR experiences will have focused on employee relations, conflict resolution, workplace investigations, training and development, performance management, recruitment, and health and safety, while ensuring compliance with applicable legislation, organizational policies, and established practices.

As the Human Resources Manager, your primary duties and responsibilities will be:
- Manage and coordinate day-to-day human resources services and programs with a client-focused approach to supervisors, managers and Senior Leadership in accordance with organizational policies and strategic direction established by Senior Leadership
- Identify opportunities for continuous improvement of HR policies, procedures, processes, systems and administrative practices and makes recommendations to Senior Leadership. Responsible for the implementation of all approved recommendations
- Mitigate organizational risk through proactive compliance with all Ontario employment-related legislation, policy development and revisions and best practices.
- Ensure that equity, diversity and inclusion principles and best practices are implemented in all HR policies, programs and decisions
- Provide education and guidance to supervisors and managers on HR policies, procedures and compliance with all applicable employment-related legislation and the Ministry of Children, Community and Social Services (MCCSS) Quality Assurance Measures (QAM)
- Responsible for maintaining and managing employee and HR records, including auditing data for accuracy, completeness and compliance with QAM
- Organize and maintain HR documentation, acting as the gatekeeper for all HR forms, templates and all related documentation
- Support and coach supervisors/managers in addressing staff concerns and issues bringing subject matter expertise and the ability to assess risk, apply sound judgement and provide practical recommendations on such matters
- Conduct all workplace investigations which support fair, consistent outcomes and provide recommendations which may include progressive correction action plans or employee termination
- Development and implementation of the Agency’s training and development program including all MCCSS requirements required under QAM and seek other opportunities that will enrich the relationships and culture amongst SFA employees
- Oversee the Agency’s Employee Health and Safety policies and procedures, ensuring alignment with relevant legislation. Support the Joint Health and Safey Committee, as required
- Lead employee attendance management program including employee counselling and/or corrective action plan, if required
- Administration and primary contact of all employee Leaves of Absences and WSIB claims, including the coordination of any identified workplace accommodations, return-to-work programs or other disability management processes, as required
- Administer the Agency’s annual employee performance review and development program. Coach, counsel and provide sound guidance to supervisors and managers throughout the process
- Oversee full-cycle recruitment, including job descriptions, developing interview questions, job postings, screening applications and conducting interviews, reference checks, preparation of offer letters, and exit interviews
- Facilitate onboarding programs to ensure new employees integrate smoothly and effectively into the organization
- Improve recruitment strategies & implement new opportunities to reach a broader applicant pool
- Supports all Agency events coordinated by the Social Committee, including participating as a liaison to the committee and helping at the event as needed
- Serve as the primary point of contact for internal and external HR-related requests
The successful candidate will demonstrate the following Qualifications, Skills and Abilities:
- Degree in Human Resources Management, Business Administration, Labour Relations, or related field
- Certified Human Resources Professional designation (CHRP) is required (CHRL considered an asset)
- Additional education or training in labour relations, employee conflict resolution, workplace investigations, is considered a strong asset
- Minimum 7 - 10 years’ progressive Human Resources experience with a primary focus on employee relations matters and staff training and development programs
- Solid and thorough knowledge of Ontario employment-related legislation (e.g. ESA, Human Rights Code, OHSA, AODA, PIPEDA) and the correct application legislation in all of SFA’s policies, procedures and practices
- Considerable experience managing complex employee relations matters including employee workplace complaints, conflict resolution and workplace investigations
- Proven ability on advising direct and indirect supervisors to manage complex workforce issues through coaching and developing their leadership skills
- Well defined sense of diplomacy and professional decorum and instill trust with empathy and neutrality when dealing with diverse and emotional situations
- Ability to remain resilient, calm, work well under pressure and use good judgment in assessing demanding situations
- Creative critical thinking skills and sound professional judgment in complex, sensitive situations
- Direct accountability for the Agency’s recruitment program including direct supervision of the Coordinator, Human Resources position
- High emotional intelligence, resilience and professionalism
- Demonstrated understanding of the importance of maintaining appropriate confidentiality
- Effective communication (written and oral) and influencing skills
- Proven ability to identify and solve problems with a practical and detail-oriented approach, while balancing multiple priorities with conflicting timelines while meeting all deadlines
- Exceptional discipline over documentation, organization and work product management
- Advanced knowledge of Microsoft Office 365 applications, Outlook, SharePoint, OneDrive, Teams; experience utilizing Human Resources Management Systems considered an asset
- Valid Class “G” Driver’s license is required
- Required to travel several times per year to all Group Home locations
