Job Description

Scope of Position:

To coordinate development application processes and improvements in order to help meet Planning Act legislative requirements along with providing frontline services to planning and development stakeholders and public, and to provide mapping services for planning applications and planning projects. A portion of the role may include planner and project support, coordination of development analytics and providing planning advice on land use planning matters having regard to the Planning Act, and other related Legislation, Regulations, Policy and planning principles.

Position Description:

  • Coordinate the steps and timelines involved in the processing of development applications, such as land use amendments, site plans and draft plans of subdivision and condominium. This includes but not limited to:
  • The intake of development applications via the County’s software system and other methods
  • Circulation of applications and technical studies to planners, departments, agencies and uploading via internal systems
  • Public and stakeholder notifications and issuance of decisions
  • Coordinating the pre-consultation and site plan review committee agendas and documenting the “record” of requirements and conditions
  • Prepare and create Planning report mapping for consents, minor variance, zoning amendments, subdivisions, condominiums, Official Plan amendments, and Ontario Land Tribunal hearings. 
  • Undertake large projects such as creation of mapping for new Zoning By-Laws, Official Plans or other large project specific mapping.
  • Support in the preparation of staff reports, collection of agency and department comments, and other technical support in relation to development applications.
  • Assist with long-range and policy initiatives, which may include public engagement.
  • Coordinate reviews of key development application processes and planning services to ensure Norfolk is at the forefront of new techniques to engage the community and deliver results for stakeholders.
  • Responsible for responding to general inquiries related to land use planning matters. Coordinating with the department, others and Service Norfolk to find process efficiencies.
  • Maintain and foster corporate goals by ensuring public access to and participation in the planning process, including utilization of engagement tools for planning initiatives such as the county’s online platform
  • Maintains, verifies, and updates the department’s development application tracking system (Cityview).
  • Coordinate and provide analytics used for planning, growth or business plan purposes. This could include development applications, residential monitoring, coordination of development with engineering & infrastructure services, annual reporting and other data and information summaries.
  • Provide back-up assistance to the Committee of Adjustment Secretary Treasurer functions or meeting if needed.
  • Responsible for coordinating the maintenance and posting of the County’s Official Plan, Zoning By-law and other planning instruments and amendments thereto.
  • May be required for occasional site inspections in relation to planning applications.
  • To undertake special projects and other duties as assigned.

Requirements

Knowledge and Experience:

  • Minimum four-year post-secondary degree in Land Use Planning preferred or related field such as Geography or Urban Studies.
  • Over one year, up to and including two years related experience.
  • GIS understanding through education or experience is required.

Skills and Abilities:

  • Strong organizational and administrative skills with demonstrated ability to work independently and collaboratively.
  • Effective oral and written communication skills.
  • Strong interpersonal and customer service skills; able to liaise with internal and external stakeholders with excellent judgement and decision-making regarding the sharing of information.
  • Understanding of relevant Planning and development process related legislation and policy.
  • Excellent computer skills, including solid knowledge of ArcGIS Pro, Microsoft Office, Adobe, file management. Additional knowledge, familiarity or ability to learn department specific software (CityView or comparable), Geographic Information System software (ArcGIS) and/or imaging/graphic design programs a benefit.
  • Ability to operate corporate equipment such as: scanner, printers, plotter, copier, digital camera, etc.
  • A valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
