Summary of Duties:

Reporting to the Senior Manager, Building Division, the Manager, Code Compliance provides a leadership role in supporting the strategic goals and objectives of the Building Division related to building permit applications, building inspections, and code compliance. This position is responsible for staff supervision, providing consultation and advice regarding the Ontario Building Code and related legislation to external partners and internal clients, advising on new or revised policies and procedures and taking appropriate action on unsafe buildings with due regard for the safety of individuals and the public.

Work Performed:

• Provide leadership in the coordination and delivery of permit applications, building inspections and code compliance that contribute to the implementation of strategic initiatives for the Building Division to meet Council’s Strategic Plan.
• Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Act as an expert resource and leader, providing complex code-related advice and consultation to staff, internal and external partners, and customers. Advise on interpretation of codes, technical guidelines, and best practices to promote consistent enforcement.
  • Develop and implement ongoing training to ensure inspectors maintain current knowledge of amendments to existing legislation including Ontario Building Code and Occupational Health and Safety Regulations and divisional policies and procedures. 
  • Monitor and implement legislative changes, new policies and procedures and update existing policies and procedures as required to ensure legal requirements are met. Inform the Senior Manager, Building Services of modifications required to office policies and procedures.
  • Ensure permit applications are examined and processed according to service standards and applications received are of a quality that will permit complete examination.
  • Develop and monitor a structured program to track and address permits that remain in the plans examination queue and applications with outstanding inspections.
  • Exercise powers and perform duties under the Building Code Act and the Ontario Building Code in connection with inspecting construction, unsafe buildings and issuing Orders in accordance with the Building Code Act and the Ontario Building Code.
  • Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act.
  • Review all orders issued by inspectors for acceptability.  Ensure inspectors follow up on all orders issued and complaints received in a timely manner and that decisions/actions are consistent and according to procedures/legislation.

• Attend Provincial Court when necessary to give evidence for prosecutions under the Ontario Building Code Act.  
• Liaise with the Legal Services and/or Risk Management regarding claims against the City that involve the Building Division.  Ensure adequate preparation and documentation where legal action, due to Building Code contraventions is required.
• Ensure that Code Compliance/Building Inspectors interact with the Plumbing Inspectors, Fire Prevention Office and the other Building Inspectors to ensure agreement that all the requirements have been met at job completion.
• Conduct inspections on a random basis to ensure Ontario Building Code regulations are being enforced by inspectors and that office policies and procedures are being followed.
• Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment. 
• Demonstrate commitment and adherence to health and safety legislation and programs; and actively promote a culture of safety with direct reports. 
• Provide updates, information and recommendations to the Senior Manager, Building Services on priorities with responsibility to operationalize identified goals and strategies. 
• Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve the AMANDA permit tracking system and service delivery to ensure optimal accuracy of the corporate database and other related business practices. 
• Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement. 
• Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
• Encourage and support employee participation and commitment to individual, divisional, and organizational objectives.  Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
• Prepare reports for Council and various Committees as required. 
• Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics. 
• Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. 
• Provide input to the development of the annual operating budget for the Building Division.
• Attend Property Standards Committee hearings to assist the Code Compliance Building Inspectors and the Committee members, including providing Building Code related advice during ‘in-camera’ sessions.
• Prepare responses to inquiries from elected officials, media and the public as requested by the Senior Manager, Building Services regarding unsafe buildings. 
• Represent the Division on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.  
• Perform related duties as assigned. 

Qualifications:

• Completion of a Three-year College Diploma in Architectural Technology or Construction Engineering Technology. 
• Certification as a Building Technologist by the Association of Architectural Technologists of Ontario (A.A.T.O.) or CET designation by Ontario Association of Certified Engineering Technicians & Technologists is preferred.
• Must be qualified in the categories of General Legal/Process for Inspectors and Designers, Powers and Duties of Chief Building Officials and Registered Code Agencies, Building Structural, Complex Buildings or Large Buildings, On-Site Sewage, Building Services and Small Buildings.
• Must have successfully passed the Ministry of Municipal Affairs and Housing examination on General Legal/Process.
• Maintain qualifications as determined by the Ministry of Municipal Affairs and Housing.
• Five to seven years of progressive experience related to building construction or building design; with a good working knowledge of the Ontario Building Code.
• Supervisory experience, including leading a team of technical professionals or equivalent combination of education and related professional and lived community experience. 
• Certified Building Code Official certification and current member with the Ontario Building Officials Association are assets.
• Must possess a valid Class “G” Drivers Licence.
   

Skills and Abilities:

• Demonstrated technical knowledge and experience of the Building Code, Municipal Act and the Provincial Offences Act and the ability to interpret various types of drawings with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division. 
• Knowledge of and ability to apply the Ontario Occupational Health and Safety Act and Regulations relevant to building construction.
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. 
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, industry partners, and other individuals. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, AMANDA and related software and database applications.
   

Compensation & Other Information:

$100,395 to $131,441

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.

Work Arrangement: 4 days in the office and 1 day remote
