Early Years Service Coordinator (TFT) (CUPE 2.26)

Basic Function:

The Early Years Service Coordinator provides efficient delivery of the Child Care Fee Subsidy Program in the counties of Haldimand and Norfolk.  Supports the implementation of Ministry of Education initiatives and delivery of Canada-Wide Early Learning and Child Care (CWELCC) within the Early Years System.

Position Description:

  • Child care fee subsidy program delivery including initial and ongoing eligibility determination in accordance with the Ministry of Education legislation, guidelines, and local policy. 
    • Schedule appointments, complete applicant intakes, collect, review, and evaluate documentation/information.
    • Complete financial assessment, issue approval letters to clients and operators.
    • Maintain client files and case notes, and enter information into the Ontario Child Care Management System.
    • Seek opportunities to streamline procedures and create efficiencies while maintaining a high standard of service delivery.
  • Monitor ongoing eligibility through client contact.
    • Update appointments, review, and assess new client information, i.e. changes to custody arrangements, reassessing client eligibility as required.
    • Advise parent /caregiver of decisions related to their subsidy.
    • Respond to and resolve subsidy issues.
  • Consult with child care operators and Recreation Program service providers to determine available summer care programming.
    • Meet with service providers as needed to review processes, problem solve and streamline procedures creating administrative efficiencies and improved client service.
  • Review child care operator fee subsidy attendance records.
    • Verify invoices against subsidy approvals.
    • Identify and address discrepancies.
    • Accurately code and submit cheque requests with supporting backup for payment within established timelines.
  • Operationalize the implementation of new and existing initiatives and one-time projects.
    • Collaborate with stakeholders and internal staff to ensure successful project outcomes.
    • Projects will vary in nature and may include review and evaluation of funding proposals/applications, funding reconciliation, collection of related data, ongoing project maintenance.
    • Support with Professional Development initiatives.
    • Consult with and obtain information from community partners/Service System Managers to inform development of best practices.
    • Create reports/summaries related to initiatives.
  • Determine operator allocations for Capacity Building in accordance with Ministry guidelines.
    • Calculate operator allocations, review Capacity Building expenditures, reconcile funding including review of supporting documentation.
    • Maintain accurate and current records of funding allocations.
  • Support the implementation of Ministry of Education and local initiatives.
  • Develop strong relationships with child care operators, service providers and community partners.
  • Assist in delivering child care services to Haldimand and Norfolk as per ministry child care funding guidelines and in accordance with purchase of service agreements.
  • Generate payments and complete journal entries, complete other administrative duties as needed.
  • Collaborate with and work in an integrated manner with other Housing and Social Services staff.
  • Collaborate with Mississaugas of the Credit First Nation on facilitation of annual Children’s Pow Wow. Participate in committee work as assigned.
  • Perform other duties as assigned.

Requirements

Knowledge and Experience:

  • Post secondary degree in a related field such as Human Services, Child Studies, Social Sciences, Early Childhood Education or equivalent.
  • Plus, over two years related work experience, preferably in a Human Services role.
  • Experience in the Early Years sector and/or a municipal environment is an asset.

Skills and Abilities:

  • Demonstrated ability to interpret and explain (to clients, service providers, stakeholders, community partners) legislation, regulations, and guidelines e.g., Child Care and Early Years Act, Ontario Child Care and EarlyON Child and Family Centres Service Management and Funding Guidelines, and local policies. 
  • Ability to apply sound judgement while considering multiple criteria and unique variables in order to determine fee subsidy eligibility, particularly regarding complex cases.
  • Strong interpersonal skills, deals with sensitive information and vulnerable populations, ability to adapt and adjust communication style and approach as needed based on situation (e.g., responding to an irate client, working with a refugee, communicating with an individual who has fled an abusive relationship, etc.).
  • Excellent oral and written communication skills, ongoing contact with persons with diverse backgrounds and needs, first point of contact for Children’s Services inquires.
  • Superior organizational and time management skills, ability to multi-task and shift priorities as needed to meet emerging/unscheduled workload demands.
  • Computer proficiency in corporate standard software (MS Office suite of applications) and quick adaptation to department specific software and new databases (e.g., OCCMS).
  • Analytical, math, and organizational skills to establish monthly schedule, work independently, assess applicant subsidy, complete financial assessments, perform manual calculations, maintain accurate and complete documentation, and provide justification for subsidy decisions (e.g., supported by legislation, guidelines, local policies).
  • Ability to write various correspondences, write and update file narratives, and complete subsidy documentation. 
  • Valid Ontario driver’s license and access to a reliable vehicle.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment and have the basic understanding of the Occupational Health and Safety Act.

Salary: $28.59 - $35.70 per hour (under review)
