Summary of Duties

Reporting to the Manager, Capital Programs, the Environmental Services Engineer (RWS) is responsible for contributing to the planning, development, and managing capital projects for the regional water supply system.

Work Performed

  • Provides support in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for the Regional Water Supply Division to meet the Strategic Plans of the Boards of Management for Elgin Area Water Supply and Lake Huron Water Supply.

  • Responsible for supervising employees including hiring, administration, and performance aspects of reporting employees. Responds to sensitive and confidential human resource issues as required.

  • Provides leadership in the execution and delivery of services, projects and programs in the following areas of accountability:

  • Supports coordination of the implementation of plans that are appropriate for the effective and efficient delivery of initiatives as part of larger regional water supply systems’ programs.

  • Coordination and supervision of Research studies and activities undertaken by universities, NSERC Industrial Research Chairs and other partners.

  • Coordinates process optimization activities and capital projects with the contracted Operating Authority.

  • Participates in the planning of project designs, capital construction, condition assessments and asset rehabilitation and renewal programs, and prepares and recommends design criteria.

  • Prepares and reviews documents issued for the procurement of design and construction services associated with capital project delivery such as but not limited to Request for Qualifications, Expression of Interests, Proposals and Tenders.

  • Reviews contract documents, evaluates tenders and proposals, and assists in the recommendation of contract awards.

  • Participates in various public relations, education, and system operations initiatives of the regional water supply system, including conservation, and senior government policy development/review.

  • Coordinates and participates in negotiating compensation agreements with agricultural property owners affected by capital projects and operational impacts within primary water transmission main easement located on their properties.

  • Prepares business cases, technical reports, cost estimates, and cost/benefit analyses.

  • Provides practical and technical design, construction, maintenance and operations expertise related to procedures and policy development, development of standards, and revision of specifications.

  • Provides information and recommendations for communications with consultants, contractors, municipalities and their operating authorities, government bodies, utility companies, and the public.

  • Assists in crises management in system emergency situations.

  • Encourages and supports employee participation and commitment to divisional and organizational objectives. Actively mentors, provides development opportunities, and builds team performance with direct reports.

  • Provides updates, information, and recommendations to the Division on priorities with responsibility to operationalize identified goals and strategies.

  • Adheres to internal controls in the form of policies, procedures, practices in relation to the general and specific risks of Regional Water Supply.

  • May liaise with unions on issues that affect bargaining unit employees.

  • Encourages and supports employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Demonstrates commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.

  • Demonstrates commitment and adherence to Health and Safety legislation and programs; and actively promotes a culture of safety with direct reports.

  • Prepares reports for Regional Water Boards as required.

  • Identifies, recommends, adapts, and implements innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the Division and the regional water systems.

  • Recommends and develops processes and tools needed to improve efficiencies, and the effectiveness of services provided by the Division and the regional water systems.

  • Tracks and reports on performance measures for Regional Water Supply deliverables using appropriate data collection and analytics.

  • Prepares and provides presentations at public meetings, to corporations, schools, and area municipalities to promote the regional water supply systems’ programs and operation.

  • May represent Regional Water Supply on various boards and committees of external organizations, associations, and government partners to promote regional water systems as a leader, share best practices, build relationships, and recommend solutions.

Qualifications/Experience

  • Undergraduate university degree in Civil or Environmental Engineering.

  • 5 years of experience in designing, delivering, and monitoring of programs relating to water treatment, supply, and distribution infrastructure.

  • A minimum of 4 years of experience in leadership and administrative capacity. and dealing with contractors, or equivalent combination of education and related professional and lived community experience.

  • Registered Professional Engineer of Ontario.

      Skills and abilities in the following areas are necessary:


  • Demonstrated knowledge and experience in water treatment, supply and distribution systems, and environmental protection.

  • Considerable knowledge with various aspects of provincial and federal legislation relating to water treatment, supply and distribution systems, and contract management.

  • Knowledge of environmental and water quality management systems.

  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.

  • Demonstrated success leading or supervising employees, contracted services and consultants.

  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.

  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.

  • Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other stakeholders.

  • Strong verbal, written, interpersonal, communication, facilitation, and presentation skills; demonstrated political acumen.

  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.

  • Computer literacy in Microsoft Office, Office 365 and related software and database applications.

  • Must possess a valid class ‘G’ driver’s licence and have available use of a vehicle.

Compensation and Other Information

$92,111 to $125,069
