Summary of Duties:

Reports to and carries out work under the direction of a designated Manager.  Carries out planning studies and research projects; processes a broad range of planning and program applications, undertakes data collection, maintenance and analysis, advises individuals and organized bodies on planning matters; provides planning information and advice to members of the public and other Service Areas; provides evidence at hearings; represents the Planning and Economic Development Service Area  before Committees and Advisory Committees; organizes and implements public and agency consultation processes, and provides advice and guidance to other employees in carrying out related work.

Work Performed:

  • Processes and evaluates Official Plan amendments, Zoning By-law amendments and/or subdivision and condominium applications, site plans, and minor variance and consent applications for all types of land use.  
  • Participates in and provides advice in the Pre-application Consultation process, and prepares Proposal Summaries for City-initiated planning applications.  
  • Applies file management practices and issue resolution skill sets to facilitate the achievement of process timelines.  
  • Applies planning  principles and policies to ensure development conforms with the Official Plan and Provincial policies.  
  • Develops implementation policies and prepares amendments to both the Official Plan and the Zoning By-law.  
  • Evaluates social, economic and environmental factors related to such proposals.  
  • Coordinates the input from applicants and their agents, consultants and other Divisions, boards and commissions, provincial and federal agencies, and the general public on the details of planning and development proposals and amendments; prepares reports and recommendations pertaining to planning and development proposals and amendments.
  • Assists, undertakes and manages comprehensive studies and research projects relating  to the immediate and long-term planning of the development of land, facilities and services, including the study of demographic, socio-economic, physical and environmental factors.
  • Assists in the development of work plans and provides advice and guidance to employees and planning students on matters related to assignments, assigning project priorities and managing projects to completion.
  • Undertakes data collection, database maintenance, and monitoring including data entry  and disseminates information to other planning staff, municipal departments, agencies, elected officials, community organizations and the public.
  • Uses database, Geographic Information Systems (GIS) and other available software, along with GIS analysis skills, to prepare reports, manipulate and analyze data, complete specific information requests, create and manage data bases and provide responses to special  requests as required.
  • Reviews and prepares comments related to the sale of City of London property and street closings.  Reviews and prepares comments on both variances and consent applications and  represents the Division at the Committee of Adjustment

  • Processes applications for the City of London's community improvement incentive programs.  Reviews applications, prepares and signs letters of financial commitment for loans and grants.  Ensures the City's position respecting funding  is secured through the registration and discharge of liens.  Responsible for projecting program activity to secure necessary funds through the City's budget process.
  • Supplies planning information, provides advice on municipal planning principles and policies, and liaises with applicants, agents, lawyers, planning consultants, citizen groups, organized bodies, the general public, various government agencies and elected municipal  officials, other municipal departments and agencies, the media and others.
  • Facilitates, develops, prepares for and coordinates various public meetings and workshops.
  • Provides Directors, Managers and other Planners, with specific information and/or advice concerning planning matters , as required.
  • Attends meetings of Standing Committees and Advisory Committees, as required .
  • Attends meetings of ratepayer groups and other interest groups, as required, to seek input from and present reports on planning studies, projects and other matters, or to provide information and advice on planning matters.
  • Responsible for the determination of and verification of municipal street names and numbers for use by emergency service providers, the Building Division, and other utilities and agencies.
  • Implements the boulevard parking program.  Reviews and advises on regulations, processes applications and deals with public inquiries.  Advises Parking Services  and Compliance on property compliance and residential parking regulations.  Resolves disputes relating to parking issues.  Assists in local improvement programs concerning boulevard parking issues.
  • Assembles, designs, edits and updates website material consistent with Corporate policies and standards.  Represents the Planning and Development Service Area  on the Corporate Web Development Team and as a web author/publisher.  Provides information to update websites.  Reviews or assists with projects for web-based applications, as required.
  • Represents the Planning and Economic Development Service Area as required on administrative and advisory committees and at relevant conferences.
  • Provides professional planning evidence before the Ontario Lands Tribunal other Boards and Commissions and the Courts on planning matters .
  • Assists with heritage planning as necessary, including the preparation of heritage alteration permits, heritage designation, and heritage grant applications.
  • Performs related duties as assigned.

Qualifications:

  • Completion of an Honours (four-year) Degree in Urban Planning, Land-Use Planning or equivalent.  Full membership in the Ontario Professional Planners Institute (OPPI) is an asset.
  • Ability to use (GIS) to conduct analyses.

Experience:

  • Three years of related experience in land use planning.

Specialized Training & Licenses:

  • Valid Driver's Licence - Class G.
  • Demonstrated proficiency in using Microsoft Office Suite and spreadsheets and related  software applications, including GIS.
  • Demonstrated  effective verbal and written communication and presentation skills and customer service skills.
  • Demonstrated organizational and time management skills.

Compensation & Other Information:

$58,649 - $85,218 (Level 14)

This posting is for 1 temporary full-time up to 2 years position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: 4 days on-site/ 1 day remote. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
