Summary of Duties:

Reporting to the Manager, Development Finance, the Senior Analyst, Development Finance provides technical and analytical support in the conduct of Development Charges Studies and the activities associated with development finance and policy development and implementation; negotiates and monitors work plan claims and expenditures relating to the Development Charges Funds; and analyzes supporting strategies for investing in growth related infrastructure.

Work Performed:

  • Conduct research and prepare reports associated with Development Charges policy, including discussion papers, draft policy positions, and staff reports for Council.
  • Administer aspects of the use of development charge revenues through capital budgets and developer claims, in accordance with the governing by-law and provincial statute. 
  • Provide recommendations to Financial Planning and Policy staff with respect to matters pertaining to the application and use of development charges in the Capital Budget; report on activities in development charge funds.
  • Under approval of the Manager, prepare development charges monitoring and statutory reports for Council consideration.  
  • Provide guidance and direction to employees regarding interpretation of development charges and review work of other divisional employees. 
  • Work with Engineering and Planning staff to gather and analyse information pertinent to development financing.  
  • Prepare the Development Charges Background Study and By-law, producing public documents reflecting the City’s growth cost recovery plan of interest to various interested parties and organizations.  
  • Provide advice in the development, implementation, and administration of the City’s Local Service Policies for specific programs in environment and infrastructure, providing advice to leaders and managers on related policy issues, infrastructure requirements, and costing assumptions. 
  • Lead negotiations with external landowners/developers on development charges claimable works included within various forms of Development Agreements. Resolve issues or escalate to the Manager as required.
  • Maintain knowledge of the progress of City-wide development, and infrastructure needs of new developments, timing of Council approved growth infrastructure construction, and financial sustainability of development charge reserve funds.  
  • Advise City Planning and Engineering employees and negotiate with landowners/developers on appropriate adjustments to DC Study capital project timing. Advise on proposed adjustment eligibility criteria, in support of financially sustainable and Council approved growth projections. 
  • Review and/or provide cost estimates for work based on by-laws, guidelines, recent tenders and sound engineering/financial principles for the purpose of administering claims or liability to the City administered development charge funds for the purpose of DC background study process and/or for purposes of monitoring capital budgets.
  • Conduct research related to development financing policies and trends in other municipalities.
  • Implement and administer policy changes to processes as required, such as Municipal Servicing and Financing Agreements.

  • Prepare presentations to the community, special interest groups, Ontario Municipal Board, and Council, as necessary.
  • Prepare spreadsheets, analyses and financial models related to development charge cash flows for the purpose of evaluating and assessing the effects of alternate courses of action.  Prepare analyses that assist in guiding the timing of corporate investments in infrastructure serving growth.  
  • Work with the assistance of staff in Geographic Information Systems mapping to produce maps and figures to support development charges policy work.
  • Develop and apply alternative methods of allocating infrastructure costs among beneficiary landowners.
  • Assist in the formulation of recommendations and policy for administration of development finance using knowledge of planning approvals and infrastructure servicing needs of the municipality.
  • Provide assessments of development charge claimable works in the review of submitted subdivision and site plan applications; working with employees across service areas and external consultants   to confirm appropriate costing and availability of funding, 
  • Provide Manager with final recommendations on all development charge eligible infrastructure claims with supporting rationale linked to approved policies and the DC Background Study.
  • Liaise with municipal staff, staff from boards and commissions, and developers to gather and provide information and educate partners on Development Finance matters.
  • Provide divisional representation in the absence of the Manager, Development Finance.
  • Perform other related duties as assigned.

Qualifications:

Honours Degree in Planning, Engineering, Environmental Science or equivalent.  

Registration as a Certified Engineering Technologist (CET) through OACETT is an asset. 

Experience:

Five (5) years of related experience including large scope project management.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated experience in managing elements of complex and sensitive projects.
  • Demonstrated well-developed analytic and reasoning skills.
  • Demonstrated skill in conducting and compiling policy research, writing reports and conveying ideas using appropriate terminology.
  • Excellent project management, interpersonal, communication, presentation and organizational skills.
  • Demonstrated ability to utilize technology/software tools to develop professional, timely and accurate models, reports and presentations. 
  • Knowledge of the Development Charges Act is an asset.
     

Compensation & Other Information:

$65,411 - $95,072 (Level 16)

This posting is for one (1) temporary full-time up to 1 year position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
