Job Description

Scope of Position:

To assist in a number of HR related areas such as recruiting, health and safety, negotiating, labour relations, and job evaluation, to ensure the smooth operation of the department.

Position Description:

    • Perform recruitment functions at all levels for Norfolk County
      • To recruit qualified individuals for employment opportunities within Norfolk County, ensuring that all negotiated and stated guidelines for this process are adhered to.
      • Sign off on personnel requisitions ensuring proper wage/salary figures are assigned in accordance with Norfolk County policies and Collective Agreements.
      • Create job posting from current job descriptions and post position to appropriate locations. 
      • Create shortlisting summary for hiring team, identifying candidates that are qualified.
      • Ensure testing and interview packages are consistent and reflective of the position, while ensuring the implementation of the behavioural style interviewing process.
      • Create all offer of employment letters for review, prior to sending to successful candidate(s).
      • Advise unsuccessful candidates. Ensure all legislative requirements are adhered to and Norfolk County maintains a highly qualified/trained/skilled workforce.
      • Research and implement new and progressive recruitment strategies and ideas.
    • Assist in developing compensation and wage administrative programs for the County.
      • To ensure equitable and consistent pay practices within the County and in compliance with collective agreements. Ensure salaries and wages are market competitive for retention of employees.
    • Preparation and maintenance of job descriptions, negotiate and implement job evaluation processes for all groups (non-union and 5 bargaining groups).
    • Labour Relations.
      • Document issues and/or concerns to be considered for future bargaining as items arise throughout the term of the current collective agreement.
      • Assist in labour relation functions, including grievance hearings, mediation/arbitration, labour/management meetings, etc.
      • Provide interpretation and analysis of the collective agreements to Supervisors/Managers and staff.
      • Provide advice relative to the Labour Relations function (CUPE, SEIU, OPSEU, UFCW, IAMAW), to ensure consistent application of practices and best value for tax payer. Consult with union executive and others to effect and maintain harmonious working relationships.
    • Employee Relations
      • Review internal complaints and/or disputes as required. Recommend level of discipline to Director, Human Resources and advise complainants and respondents of findings. Issue discipline and letters of counsel after investigation is complete as required.
      • Guide Manager/Supervisor through internal disputes, advising of appropriate steps and documentation, depending on the situation.
      • Assist Supervisors/Directors through performance management process, participating in discipline meetings.
    • Assist with the Job Evaluation Process
      • To create a fair and equitable compensation system for Norfolk County, ensuring compliance with appropriate legislature (i.e., pay equity).
      • Lead the CUPE job evaluation process. Co-chair/facilitate the CUPE Job Evaluation committee meetings, ensuring consistent administration of the program. Identify changes in a position and ensure accurate job ratings are kept up to date in collaboration with the CUPE President. Follow up with employees to ensure employees are aware of any changes in their job rating.
    • Research and prepare Corporate policies and procedures relative to proactive management of human resources and reflective of negotiated settlements, legislated requirements and corporate goals.
      • Research and survey best practices.
      • To ensure policies and procedures are in place, which result in effective/progressive organizational development. To ensure consistent practices of rights and conditions of employment for County staff.
    • Provide guidance, feedback and/or facilitate appropriate training programs relative to Human Resources functions for the Corporation.
      • To ensure consistent application of Corporate policies/procedures, practices and applicable legislation. Ensure employees are informed and knowledgeable.
      • Ensure all training programs are updated to reflect changes in legislation, policies and/or procedures.
      • Facilitate group training such as but not limited to supervisory training, resume / interview training
    • Act as key point of contact in situations of conflict resolution, and team building.
      • To comply with legislation.
      • Complete fact finding investigations into disputes and act as a facilitator in team-building sessions. Assist in setting of objectives/goals to resolution.
    • Provide coaching sessions for employees as it relates to interview feedback, and interpersonal relations
    • Liaise with the public at large and maintain network with external groups and organizations.
      • To promote a positive image of Norfolk County. To ensure that culture of organization is equivalent with that of other organizations.
      • To respond to inquiries, complaints and liaise with the public. To project positive attitudes.
    • Provide Health and Safety support throughout the organization, such as taking part in the audit process as well as joint health and safety committees.
    • Conduct exit interviews for resigning or retiring employees and check in survey’s for newly hired employees.
    • Collect relevant human resources data in the absence of an HRIS system.
    • Assist areas within the department which may be experiencing heavy workloads from time to time.
      • To ensure smooth departmental operation.
    • Provide direction regarding the Summer Student Grant applications as required.

Requirements

Knowledge and Experience:

  • 4 year undergraduate degree, plus a certificate in Human Resources or equivalent.
  • 3 year current related experience.
  • Training in relevant legislation (seminars/workshops).
  • Formal/On the job training – negotiating skills/job evaluation/interviewing.
  • MOL Joint Health and Safety certification – part 1 and 2, considered an asset or willing to obtain within the first 6 months.

Skills and Abilities:

  • Knowledge of related legislature: Employment Standards, Labour Relations Act; WSI Act; OHS Act; Human Rights.
  • Knowledge of labour relations processes such as grievance and collective bargaining..
  • Knowledge of Job Evaluation process.
  • Knowledge of interviewing process.
  • Knowledge of wages/benefits as they effect negotiations.
  • A valid Ontario driver’s license and access to a vehicle as travel is required.
  • Computer expertise must be able to apply basic functions of Corporate standard software and have a general knowledge of department-specific software utilized by the Division.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
