Supervisor, Municipal Law Enforcement Services-PB332

Summary of Duties:

Reporting to the Manager, Community Compliance and Animal Welfare Services, the Supervisor, Municipal Law Enforcement Services manages and supervises, schedules and directs Municipal Law Enforcement Officers with respect to by-law enforcement; conducts training and research to support department objectives; and provides operational expertise to the department and staff, with an emphasis on after-hours assignments.

Work Performed:

• Responsible for supervising employees including hiring, administration, training and performance aspects of reporting employees. Respond to and refer sensitive and confidential human resource issues as required.
• In conjunction with the Manager, Community Compliance and Animal Welfare Services, provide direction to support Municipal Law Enforcement Officers in completion of duties.
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
  • Prepare and maintain standard operating guidelines for Municipal Law Enforcement Officers.
  • Respond to public complaints and inquiries with regard to by-laws and enforcement matters requiring manager review and approval.
  • Conduct reviews and confirm inspections completed by Municipal Law Enforcement Officers.
  • Develop, maintain and update systems and enforcement procedures.
  • Train students and Municipal Law Enforcement Officers.
  • Participate in the selection of education/training materials and sessions for Municipal Law Enforcement Officers.
  • Maintain current knowledge of all by-laws, legislation changes, and legal procedures, as they relate to by-law enforcement including pertinent case law and applicable statutes.
  • Actively engage in research, identify and recommend "best practices" in customer service and enforcement efficiencies.
  • Consult with other municipalities and levels of government in the development of by-laws, policies and procedures related to by-law enforcement.
  • Undertake the collection and analysis of operational statistical data to identify delivery needs and responses.
  • Engage in the recommendation and development of by-law amendments, policies, procedures, and service delivery improvements.
  • Participate in the preparation of reports to Standing Committees, community partner groups, and the general public.
• Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
• Demonstrate commitment to supporting anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and promote programs and initiatives that reflect this commitment.
• Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
• Track performance measures for Unit deliverables using appropriate data collection and analytics.
• Fairly and consistently administer provisions of various collective agreements.
• Build and encourage employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
• Participate as directed on City of London and partner organization committees and teams.
• Develop and recommend budget and initiate actions to operate within fiscal plans. Monitor and report as required.
• Provide operational options to Municipal Law Enforcement Officers in an effort to achieve compliance with By-laws.Assist the Manager, Community Compliance and Animal Welfare Services as requested and perform related duties as assigned.

Skills and Abilities:

• Demonstrated knowledge and experience in the above identified areas of accountability with an understanding of the Unit's programs and services.
• Demonstrated success leading or supervising employees.
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.
• Ability to understand the importance of service delivery; develop and implement initiatives that support the Unit's customers in a timely and effective way.
• Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other stake holders.
• Proficient in MS Office Suite (Word, Excel, Outlook).
• Proficient in AMANDA software is an asset.
• Strong verbal, written, interpersonal, communication, facilitation, and presentation skills; demonstrated political acumen.
• Ability to work varied hours to meet requirements of the position.

Qualifications:

• Undergraduate degree or College Diploma with a focus in municipal law enforcement, land use planning, or law and security administration.
• Minimum of 5 years' experience applying the principles of by-law development and enforcement, particularly with respect to the Planning Act, Municipal Act and Building Code Act; previous supervisory or team leadership experience; or an equivalent combination of related professional and lived community experience.
• Certification as a Municipal Law Enforcement Officer (MLEO) with the MLEO Association.

Compensation & Other Information:

$80,770 - $105,948.
This posting is one (1) permanent, full-time position being filled on a permanent full-time basis.
Current hours of Work: Rotating shifts from 8:30am – 6pm, Monday to Saturday.
Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
