Summary of Duties

Reports to Manager of Municipal Law Enforcement Services, Receives requests for Administrative Monetary Penalty Notices (AMPs) screenings, schedules screenings and makes decisions on results as they relate to various Municipal By-laws. Receives requests for enforcement services and complaints; dispatches enforcement personnel; maintains records.

Work Performed

Reviews, assesses, provides information and resolves issues with regard to alleged by-law infractions as they relate to various Municipal By-laws.

 

Schedules, documents and notifies defendants of screenings and hearings appointments.

 

Conducts screenings of by-law violations either in-person, by phone or administrative review; provides written notice of decision to defendant.

 

Conducts seizure of accessible parking permits for cases of misuse, alteration or fraudulent use as determined at screening.

 

Responds to inquiries: provides written and verbal clarification of by-law regulations, administrative processes, related legislation, complaint procedures, appeals and the Administrative Monetary Penalty (AMP) Notices system.

 

Dispatches Provincial Offences Officers to attend at enforcement requests and complaints, gives enforcement instructions, monitors results and maintains documentation of service requested by the public, customers, elected officials, police, school boards etc.

 

Liaises with Ministry of Attorney General Defaulted Fines and Control Centre to give and receive information relating to plate suspension and plate re-instatement.

 

Liaises with Service Ontario Accessible Parking Permit Services to give and receive regarding seized accessible permits and disposition of cases.

 

Accesses computer files to determine status of alleged infractions and directs the public as to the various options including referral to Service Ontario.

 

Documents information for processing parking and other by-law infractions, notices and all court and AMP related matters in parking software technology.

 

Processes and mails Notices regarding penalties associated with AMPs.

 

Acts as Clerk for the purposes of a hearing as required.

 

Dispatches meter maintenance technicians to check status of parking meter machine equipment to maintain operations and review status as the result of tickets and/or complaints regarding meter functionality.

 

Receives defective sign reports and initiates defective sign repairs.

 

Maintains service area records and ensures compliance with the Records Retention By-law.

 

Receives and distributes incoming payments and correspondence received by mail. Investigates status of cheques with insufficient funds; oversees the application of additional fees and accompanying documentation to the customer.

 

Operates standard office equipment, including computer, dispatch communication equipment, mail opener and sealer machines.

 

Performs related duties as assigned

Qualifications/Experience

Completion of a two-year Diploma in a legal or court administration program or equivalent.

 

One year of previous experience providing services in a court system, legal environment or parking enforcement setting involving direct contact with the public.

Specialized Training & Licenses

Skills and abilities in the following areas are necessary:

 

Completed coursework or training in mediation and/or conflict resolution or equivalent is an asset.

 

Knowledge of by-laws, especially related to parking enforcement, and the Provincial Offences Act,

 

Highway Traffic Act, Municipal Act and relevant regulations is an asset.

 

Demonstrated confidence in dealing with the resolution of customer/client issues.

 

Demonstrated ability to use Microsoft Office Suite of software applications.

 

Typing speed - 40 WPM

Compensation and Other Information

$43,477 - $61,131 (Level 9)
