Summary of Duties

Reporting to the Director, Fleet and Facilities, the Senior Manager, Fleet supports the strategic and operational initiatives of the Division and develops and implements the work plan for areas including: Fleet Planning, Fleet Administration/Asset Management, Fleet Maintenance, Fuel and Energy Management, and the Operational Dispatch Centre.  A collaborative and effective people leader, the Senior Manager, Fleet works within the Fleet Services team and with service area leaders across the Corporation to support linkages and enhance and implement process improvements, and customer service standards while delivering services that support safety, productivity, reliability and conservation.  

Work Performed

  • Contribute to the development and implementation of strategic initiatives for the Fleet and Facilities Division to meet the Council’s Strategic Plan. Accountable for the effective delivery and the business responsibilities of the Fleet team.

  • Provide leadership for the planning, management, and administration for the Fleet team; recommend, develop implement, and maintain comprehensive policies, programs, procedures and protocols that inform and support City services.

  • Provide updates and information to the Director, Fleet and Facilities on priorities with responsibility to operationalize identified goals and strategies.

  • Provide professional opinion, and information to the Director, Fleet and Facilities on policies, programs, and services as required.

  • Contribute to the identification and development of internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on within the Fleet and Facilities Division.

  • Oversee a team of employees through experienced Managers and Supervisors. Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Administer, plan, direct, and co-ordinate a comprehensive Fleet asset management and maintenance program for program areas and divisions;

    • Create business and leadership plans for areas of responsibility;

    • Plan, develop, and manage the vehicle and equipment capital replacement program. Develop short and long-term capital planning programs;

    • Prepare and administer Operating and Capital Budgets;

    • Project management for vehicle and equipment replacements;

    • Responsible for projecting vehicle and equipment lifecycles, replacement values, and maintenance and fuel costs;

    • Monitor reserve fund contributions, drawdowns, balance and sustainability;

    • Develop and administer and evaluate preventative maintenance and safety programs to ensure the safe, efficient operation of Fleet vehicles/equipment, within program jurisdiction;

    • Responsible for Commercial Vehicle Operator roles and responsibilities on behalf of the City of London;

    • Develop, administer and assess optimum life cycle and asset management plans for Fleet Vehicles/Equipment and Plant Equipment;

    • Prepare vehicle and equipment distribution charges (Rental Rates) to municipal program areas and divisions;

    • Establish and monitor Key Performance Indicators for the Division and recommend changes for continuous improvement;

    • Assist in the budget preparation and expense and recovery reports for external municipal partners, agencies and boards;

    • Manage and implement fleet conservation and green-house gas reduction strategies plans and programs and waste reduction initiatives;

    • Initiate projects for required fleet capital building and facility upgrades, expansions, renovations, modifications, alterations;

    • Manage the 24/7/365 Operations Dispatch Centre and Communications Operators utilizing Customer Service Request Management (CRM) system;

    • Manage the operational two-way radio assets and provide input to both One Voice Radio system steering and technical radio system committees;

    • Manage two-way radio system user gear and capital replacement requirements;

    • Manage various vendors and programs for operations such as rental and leased vehicles requirements, Radio Maintenance and service and lifting device inspections and certifications;

    • Manage and analyze dispatch programs and processes; and

    • Oversee ordering and allocation of external equipment and vehicles required by service areas.

  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.

  • Manage the Fleet team including hiring, administration and performance aspects of reporting staff.  Respond to sensitive and confidential human resource issues as required.

  • Liaise with unions on issues that affect bargaining unit employees. Promote and foster working relationships with employees and bargaining units and ensure consistent application of the collective agreements.

  • Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances.  May be required to provide representation at mediation and arbitration proceedings.

  • Provide leadership on various committees including Joint Health & Safety, Joint Action Labour/Management committee, and Employee Development Committee. Also represents the area on labour relations matters.

  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of strategic initiatives.

  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and ensure that policies, programs and protocols reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.

  • Prepare reports for Council and various Committees as required.

  • Identify, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.

  • Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.

  • Build capacity among employees for evidence-informed decisions supported through data collection and analytics.

  • Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts.

  • Provide input to the development of the annual operation budget for the Fleet and Facilities Division.

  • Manage the budget for the Fleet team, prepare associated documents (i.e., business plans, business cases and presentation documents) as required. Manage and promote stewardship of financial and organizational resources.

  • Contribute to the development and administration of capital budgets. Assist Boards and Commissions with the preparation and administration of budgets.  Recommend to the Director, items for inclusion in the Division’s Capital budget priorities.

  • Represent the Service Area at Standing Committees and Council meetings as required.

  • Represent the City of London and Service Area in legal proceedings as required.

  • Prepare responses to inquiries from elected officials, media and the public as requested by the Director or Deputy City Managers of the Service Area as required.

  • Represent the Division on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions.

  • Perform statutory functions required by legislative authority and ensure compliance with all regulatory requirements and related legislation.

  • Provide effective liaison with various Ministries and regulatory agencies including but not limited to the Ministry of Transportation, Ministry of Environment, Energy, and Climate Change, Ministry of Labour, Ministry of Colleges and universities and College of Trades - Training and Skills Development, and Workplace Safety and Insurance Board (WSIB).

  • Review specifications, layouts and designs, give assistance in calling for tenders and RFPs, prepare briefing notes, reports and make recommendations for services, materials, vendors and projects.

Qualifications/Experience

 
  • An Honours Degree in Business Administration, Engineering or Science or a comparable field, or equivalent combination of education and related professional and lived community experience.

  • Seven to ten years of progressively responsible experience managing a program of Fleet Management Services in a large complex organization.

  • Designation such as the or the Certified Automotive Fleet Manager designation is an asset.  Certification in continuous improvement methodologies or Project Management are an asset.

  • Valid Driver’s License is required.  Related vehicles licenses are an asset.

    Skills and abilities in the following areas are necessary:

 
  • Demonstrated knowledge and experience in fleet management, including the development of strategic plans for long term capital planning, asset value and replacement costs, fuel infrastructure planning, life cycle analysis, level of service agreements, warranty programs, parts supply and inventory, life cycle costing, environment green fleet programs and environmental initiatives, with an in-depth understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.

  • Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation (e.g. Highway Traffic Act, TSSA Fuel Safety, Commercial Vehicle Operator Registration (CVOR), Vehicle Weights and Dimensions for Safe Productive and Infrastructure Friendly (SPIF) Vehicles, contract law, and regulations and guidelines. Highly developed analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.

  • Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.

  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.

  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.

  • Demonstrated perseverance and resilience in addressing challenges and emergent issues.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

Compensation and Other Information

 

$104,946 to $142,804
