Summary of Duties:

Reports to the Manager, Emergency Management. Assists in the development of public education materials, administration and maintenance of the Community Emergency Management Program for the Corporation, as well as related project management. Develops emergency preparedness public education outreach programs, various long-range plans and presentations relating to Emergency Management. Assists as a member of the emergency management team during emergency events and Emergency Operation Centre event planning and response.

Work Performed:

  • Maintains, revises, develops and monitors the long-range emergency management public education and outreach plan; recommends strategies to implement the plan.
  • Prepares and undertakes community visits and facilitates public presentations on a variety of public safety education topics to schools, organizations, and the public.
  • Prepares and delivers community and public emergency preparedness outreach programs for the Division.
  • Effectively communicates the emergency management prevention aspects of project preparedness when dealing with school boards, agencies, other representatives of the community, other City Service Areas and Divisions, Ministries and the general public.
  • Assists in the completion of the legislated mandates under the Emergency Management and Civil Protection Act.
  • Work with key stakeholders on joint public education campaigns.
  • Develops, revises and updates emergency management public education materials to meet the various needs of the community, including special needs groups.
  • Assists in the facilitation of emergency management courses, including the facilitation of Provincial courses, such as Basic Emergency Management, Incident Management, and Incident Management in the Emergency Operations Centre.
  • Assists in the preparation, monitoring, administering and approving of expenditures from the budgets for Divisional projects, related to public education, with responsibility for ordering public education materials.
  • Evaluates the ongoing effectiveness of procedures relative to public education and recommends improvements, such as procedures and content regarding website and social media.
  • Assists in defining and maintaining core training requirements for each program area within the Division including regulatory licenses and certifications.
  • Supports such tasks as maintain a public education library.
  • Review new technologies and public education materials to see if they are applicable to the City of London.
  • Prepares reports for the Manager, Emergency Management for submission to Committees of Council, Community and Protective Services Committee, other committees, City Manager and Community Emergency Management Coordinator as required.
  • Arranges and participates in meetings with other Service Areas/Divisional staff, developers, consultants, contractors and fire services, individuals and other agencies to plan, discuss and coordinate emergency management projects related to public education on behalf of the Service Area/Division as required.
  • Reviews and replies to reports, inquiries and complaints related to emergency management and public education and information.
  • Performs specialty divisional resources projects and related duties as assigned, such as assisting at significant emergency situations and events and participating in Emergency Operations Centre event planning and response.

Qualifications:

  • Completion of a Certificate in Emergency Management following completion of a two-year post-secondary diploma, ideally in a related area, or equivalent.
  • Coursework in Adult Education or Public Relations is an asset.
  • Successful completion of one or more of the following Emergency Management Ontario courses: Community Emergency Management Coordinator EM 300, Basic Emergency Management EM 200, IMS 100, IMS 200, IMS 250.

Experience:

  • Two years of demonstrated successful experience developing and delivering effective public education programs and materials related to Emergency Management.
  • Demonstrated excellent technical writing skills.
  • Experience in the Public Sector is an asset.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Knowledge and understanding of the Emergency Management and Civil Protection Act and related legislation.
  • Knowledge and understanding of emergency management principles and best practices.
  • Ability to attend site visits throughout the City of London.

Compensation & Other Information:

$51,652 - $73,180 (Level 10)

This posting is for one (1) permanent full-time position.

Current Hours of Work: Shift Work and Rotation is required.

  • 9:00am - 5:00pm: Tuesday, Friday, and Saturday
  • 1:00pm - 9:00pm: Wednesday and Thursday

Work Arrangement: On-site. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
