Summary of Duties:

Reporting to the Manager, Employee Relations & Recruitment, the Employee Relations Advisor provides a variety of supports to the Service Areas, providing client-focused consultation and advice on a broad spectrum of human resources practices, including interpretation of corporate policies and procedures, and interpretation and application of collective agreements, recruitment, performance development, orientation, onboarding and organizational design. The position works in partnership with specialty areas within the Human Resources Division to provide services to management and employees that reflects the City of London commitment to equity and inclusion, as well as effective and efficient delivery of services.

Work Performed:

  • Act as an Employee Relations Advisor and resource to assigned Service Areas and employee groups for various human resources, employee relations, labour relations and recruitment matters.
  • Lead, design, recommend, implement and oversee the recruitment, selection and retention strategies that comply with relevant employment legislation, collective agreements and with corporate hiring objectives.
  • Conduct investigations in accordance with policies and the collective agreement(s) related to performance. 
  • Demonstrate commitment to equity and inclusion through practices and interactions with employees, applicants and organizations, agencies and community partners that support marginalized individuals. 
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
  • Act as a mediator to assigned Service Areas, as required.
  • Provide day-to-day performance management support to managers and supervisors (e.g., coaching, counseling, career development, disciplinary actions).
  • Ensure assigned Service Areas are following the terms and conditions of Collective Agreements and the Corporation’s policies, procedures and guidelines.
  • Participate with managers in strategic and operational planning, providing advice and guidance on matters of recruitment, labour relations, organizational design and development.
  • Assist with guidance and input on business unit restructures, workforce planning, succession planning and performance management for assigned Service Areas.
  • Prepare reports, conduct research and monitor developments in legislation, government policies and procedures or trends related to human resources business matters.
  • Assist the Specialist, Return to Work & Attendance Support on attendance, accommodation and return to work initiatives.
  • As a facilitator, introduce new policies and initiatives to assigned Service Areas and provide guidance and training as required.
  • Respond to general inquiries related to all areas of Human Resources and engage with functional areas where appropriate.
  • Participate in retention initiatives to include onboarding, career planning and performance management.
  • Represent the Corporation at Tribunals, Arbitrations and other legal proceedings as required.
  • Liaise with the Labour Relations team, where appropriate.
  • Perform related duties as assigned.

Skills and Abilities:

  • Comprehensive understanding of relevant employment legislation and demonstrated ability to address and apply legislation in policy and practice. 
  • Demonstrated understanding of the systemic barriers that prevent equitable participation in the workplace for Black and Indigenous people, and other racialized peoples, persons with disabilities, members of the 2SLGBTQIA+ communities, and women.
  • Strong knowledge and experience in designing candidate assessment tools (e.g. interviews, written tests) and conducting interviews.
  • Experience working in a multi-union environment and demonstrated extensive knowledge of union procedures.
  • Ability to maintain a high degree of ethics, discretion and confidentiality.
  • Superior interpersonal skills including the ability to work effectively in a team environment.
  • Demonstrated ability to exercise significant discretion and sensitivity, and to use consultative and relationship building skills with diverse client groups.
  • Demonstrated analytical skills.
  • Experience and demonstrated effective supervisory and coaching skills.
  • Organizational skills with attention to detail and ability to meet deadlines.
  • Flexibility and workload/project management skills to effectively manage multiple tasks and deadlines and respond effectively and efficiently.
  • Excellent verbal and written communication skills and the demonstrated skill and ability to effectively influence outcomes.
  • Computer proficiency in MS Office Suite (Word, Excel, Outlook) and HRIS systems.

Qualifications:

  • University degree or Community College diploma in Human Resources, Business Administration or Social Science with specific training in the Human Resources disciplines.
  • CHRP designation is an asset.
  • A minimum five years of HR generalist experience or in a human resources advisory role, preferably in a unionized environment.

Compensation & Other Information:

$88,112 - $115,065

This posting is for 1 permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
