Summary of Duties

Reporting to the Director and Chief Building Official, the Manager, Building Inspections is responsible for the management and operation of the building inspection section.  This position acts as an expert resource and as a leader provides complex technical expertise to staff, industry partners and customers.  The Manager, Building Inspections ensures inspections are conducted with a view to achieving compliance with the Ontario Building Code and the Building By-law for the protection of public health and safety and develops, implements and monitors new policies/procedures and updates existing policies/procedures as required to ensure legal requirements are met.

Work Performed

  • Provide leadership in the coordination and delivery of projects and initiatives that contribute to the implementation of strategic initiatives for the Building Division to meet Council’s Strategic Plan.

  • Responsible for managing employees including hiring, coaching, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.

  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Coordinate the activities of the inspectors to ensure Divisional procedures are followed and that inspections are conducted within the legislated timeframes and orders issued at the most appropriate time to permit the ready identification and rectification of contraventions of Ontario Building Code requirements.

    • Review all orders issued by inspectors for acceptability. Ensure inspectors follow up on all orders issued and complaints received in a timely manner and that decisions/actions are consistent and according to procedures/legislation.

    • Liaise with the Legal Department and/or Risk Management regarding claims against the City that involve the Building Division. Ensure adequate preparation and documentation where legal action, as a result of Building Code contraventions, is required.

    • Ensure that Building Inspectors interact with the Plumbing Inspectors and other inspection staff to ensure agreement that all the requirements have been met at job completion.

    • Conduct inspections on a random basis to ensure Ontario Building Code regulations are being enforced by inspectors and that office policies and procedures are being followed.

    • Develop and implement ongoing training to ensure inspectors maintain up to date knowledge of amendments to existing legislation including Ontario Building Code and Occupational Health and Safety Regulations and divisional policies and procedures.

    • Monitor and recommend enhancements to the AMANDA permit tracking system to promote staff efficiency and to ensure optimum accuracy of the corporate database.

  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.

  • Provide updates, information and recommendations to the Director and Chief Building Official on priorities with responsibility to operationalize identified goals and strategies.

  • Assess and interpret legislative changes and develop and implement new and/or updated work methods in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on specific to the Division.

  • Exercise powers and perform duties under the Building Code Act and the Ontario Building Code in connection with reviewing plans, inspecting construction and issuing orders in accordance with the Building Code Act and the Ontario Building Code.

  • Exercise powers and performs duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act.

  • Fairly and consistently administer provisions of various collective agreements to promote positive employee relations within the work area.

  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.

  • Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve service delivery and the business responsibilities of the team.

  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.

  • Adhere to the Procurement of Goods and Services Policy.

  • Responsible for the budget of the Building Inspection area; provide input to the Director and Chief Building Official on matters relating to the operating budget for the team.

  • Represent the City of London and Service Area in legal proceedings as required as an expert witness when required to give evidence for prosecutions or to defend against lawsuits.

  • Research and prepare reports for review by the Director and Chief Building Official for various Committees of Council and other committees as required.

  • Conduct meetings with architects, engineers, builders, developers, and other members of the public to advise on the Building Code, including interpretations and other applicable requirements.

  • Prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the career of a building official, to inform of Ontario code changes, or to provide supplementary information as required.

  • Perform related duties as assigned.

Qualifications/Experience

  • Three year college diploma in Architectural Technology or Construction Engineering Technology.

  • Certification as a Building Technologist by the Association of Architectural Technologists of Ontario (A.A.T.O.) or CET designation by Ontario Association of Certified Engineering Technician & Technologist.

  • Ten years related experience related to building construction and building design; with a strong working knowledge of the Ontario Building Code.

  • Provincial Qualifications include:
    • Must be qualified in the categories of: Small Buildings; Complex Buildings; Building Services; Building Structural; On-Site Sewage.

    • Must have successfully passed the Ministry of Municipal Affairs and Housing examination on the Building Code Act, Ontario Building Code and powers and duties of the Chief Building Official.

    • Maintain qualifications as determined by Ministry of Municipal Affairs and Housing.

    • CBCO designation and being a member in good standing with OBOA would be considered an asset.




Skills and abilities in the following areas are necessary:


  • Demonstrated technical knowledge and experience of the building code and the ability to interpret various types of drawings, specifications, engineering reports and legal documents and how the work of the area aligns with the objectives of the Division.

  • Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.

  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.

  • Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.

  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.

  • Computer literacy in Microsoft Office, and related software and database applications including AMANDA.

  • Must possess a valid class “G” Driver’s License. 

Compensation Range

$97,932 to $128,215
