Summary of Duties:

Reports to and acts under the direction of the Manager or designate.  Works closely with Service Area managers in developing and documenting policy initiatives across a wide range of practices through needs assessment, document writing and editing and information design to produce content that serves staff across the corporation.  Undertakes the compilation, maintenance and application of data into reports for staff, council and public use.  Develops and assists in the presentation of instructional and communications materials designed to inform both staff and the public on new policy developments and internal practices.

Work Performed:

  • Facilitates working groups, policy development sessions/interviews with a variety of subject matter experts to assess needs and accurately interpret technical content for policy development and reporting.
  • Recommends adaptation or modification to practices and procedures related to municipal policy development or compliance-related matters. 
  • Conducts research, benchmarking and consultation with other municipalities to support policy development.
  • Writes and edits policy documents by compiling and condensing information from a variety of sources to produce end-user documents that are easy to understand and maintain.
  • Applies understanding of economics, and municipal policy to analyze the performance of municipal programs, information, data and statistics.
  • Synthesizes complex information and develops Briefing Notes and Council Reports to completion for Manager approval.
  • Supports project and program design, management and analysis, and generates reports with supporting graphic representations that are clear and easily maintained for currency.
  • Coordinates with staff and other external partners in the collection, analysis and maintenance of data to support Service Area strategies and policy implementation. 
  • Develops, monitors and maintains process maps in order to assess efficiency of municipal programs, track status of files and ensure timely and accurate data entry by system users.
  • Prepares materials, including manuals, quick reference guides, presentations and other guides as necessary to support new or updated policies and practices.
  • Supports management in the delivery of instructional sessions to both City staff and external representatives.

  • Assists Division through research, compilation of background information and preparation of supporting materials and correspondence.
  • Formats documents, communications and educational materials into professional, visually appealing publications and presentations.
  • Prepares communications in the form of newsletters, emails and web-postings to keep both staff and external representatives up to date with policy and program developments.
  • Maintains knowledge of relevant provincial acts and regulations.
  • Prepares presentations and reports, including draft by-laws, for delivery at Committee or to senior leaders.
  • Performs other related duties as assigned.

Qualifications:

Completion of a four-year undergraduate degree (Honours equivalent) in economics, commerce, public administration, geography, urban planning or equivalent.

Experience:

  • Minimum of five years of experience in a research or analyst role related to economics, commerce, public administration, urban planning or equivalent.
  • Progressive experience in research and analysis, preferably in both the private and public sectors.
  • Experience with research and analysis of primary and secondary data sources using appropriate methodologies, quantitative and statistical analysis and providing facts, evidence and conclusions to support internal and external decision-making.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated advanced knowledge of Microsoft Word, Power Point and Excel.
  • Experience with or ability to quickly learn other data management and presentation programs relevant to the position. 
  • Demonstrated effective written and verbal communication skills.
  • Demonstrated excellent, organization and presentation skills.
  • Excellent comprehension of municipal and provincial policy forms and practices including policy, by-laws, Acts and Regulations.
  • Strong team player with ability to carry out multiple tasks and work effectively and independently in a fast-paced environment. 
  • Ability to apply research methods, approaches and tools such as quantitative and qualitative data collection and analysis. 
  • Strong data visualization, statistical analysis and interpretation skills.

  • Proficiency in synthesizing complex concepts and information from a variety of sources.
  • Ability to translate complex technical information clearly and concisely.
  • Ability to draw conclusions from data that may be contradictory and ambiguous, including the ability to determine what is most relevant.
  • Demonstrated attention to detail and ability to confirm data accuracy

Compensation & Other Information:

$58,649 - $85,218 (Level 14)

This posting is for 1 temporary  full-time up to 2 years position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
