Position Summary:
Reporting to the General Manager, the Manager of Engineering and Infrastructure is responsible for the coordination, supervision and direction of Engineering Services and Facilities Operations Services. The Manager of Engineering and Infrastructure will manage the flood safety programs, flood and erosion hazard mapping, low water response, operation and maintenance of water control structures, Source Water, facilities operations and provides technical support to planning reviewing engineered design submissions related to stormwater management applications.
As a member of the Senior Management Team, the Manager of Engineering and Infrastructure leverages strong leadership and management skills to ensure quality support services through planning and coordination of human and physical resources. An established manager, you will act as a coach, facilitator and support the continuous development of the team. You will possess strong management/leadership, communication and interpersonal skills.

Qualifications:
- University degree in an Engineering discipline, preferably Water Resources, Civil or, Environmental Engineering.
- Professional Engineer (P.Eng) designation.
- Minimum five (5) years of related experience and two (2) years of supervisory experience required.
- Experience providing technical reviews of engineered designs related to stormwater management (SWM) permit applications.
- Knowledge and experience with Water Information Systems by Kisters (WISKI) and Simultaneous Data Acquisition (SODA) is an asset.
- Experience and knowledge of hydrology, computer modeling, surveying, and construction practices and processes.
- Experience with GIS software (QGIS or ESRI) and hydrologic and hydraulic computer models (HEC-HMS and HEC-RAS).
- Knowledge of the basic trades, ability to read blue prints and oversee construction projects and subcontractors.
- Experience developing RFP/Tender documents and managing budgets.
- Demonstrated communication (written & oral), interpersonal, organizational and problem-solving skills.
- Proficiency in all applications of the Microsoft Office suite of programs including Word, Excel, PowerPoint and Outlook.
- A valid Driver’s License is required.
- Ability to work in adverse weather conditions.
- Provide leadership to Engineering and Maintenance Operations staff; establishing objectives and evaluating the performance of staff.
- Mentor department staff providing an engaging work environment where staff are motivated to achieve established goals.
- Represents the department at the Board of Directors and Committee meetings, including making recommendations, preparing and presenting specific reports to the Board of Directors.
- Manage the Flood Forecasting and Warning program ensuring adequate processes, protocols are in place and acts as senior duty officer.
- Provides technical reviews of engineering designs for planning applications related to stormwater management (SWM).
- Administer tenders, RFP’s, RFQ’s and purchase orders for the department within approved budgets in accordance with the Authority’s Purchasing Policy.
- Ensures implementation of and compliance with various applicable legislation, regulations, policies, procedures and standards including but not limited to Corporate Policies, Conservation Authorities Act, Municipal Act and Occupational Health and Safety Act.
- Ability to provide expert testimony at Ontario Land Tribunal hearings related to watershed studies, master drainage plans and other water-related studies.
- Responds to inquiries, complaints, problem situations and emergencies as required.
- Other duties as assigned.
- Tillsonburg with travel within the watershed.
- 35-hour work week.
