Job Description

Summary of Duties

Reports to a Division Manager IV.  Acts under the direction of an Engineer to coordinate the planning, initiation, administration, project management, supervision, carrying out and approval of various technical studies, designs, construction and maintenance works, reports, agreements and applications relating to the operations of the Division related to municipal drains.  Appointed by Municipal Council bylaw as the City's designated Drainage Superintendent, as required by the Ontario Drainage Act.

Work Performed

Performs the duties of Drainage Superintendent as provided for in the Ontario Drainage Act, Tile Drainage Act, and the Tile Drainage Installation Act.  Fully versed and knowledgeable on the requirements of Acts, regulations, policies and procedures related to municipal drainage works.  Certifies work as required by Legislation.


Conducts technical review and prepares planning responses relating to municipal drainage systems.


Plans, initiates, administers, assigns, and reviews technical studies and drainage reports.  Prepares designs and estimates for construction and maintenance works.  Reviews, assesses for compliance, and recommends acceptance of various technical studies, analyses, designs, drawings, applications, petitions, and proposals submitted by consultants, developers, landowners, contractors, and others for approval by the Division.


Manages capital and maintenance projects with control of the administration.  Monitors projects for compliance with policy/procedure, and Safety Act and Regulations and takes action appropriate to correct contraventions.


Coordinates the preparation of the Capital program relating to municipal drainage works and assists in the preparation, monitoring, and controlling of related Divisional and Ministry of Agriculture, Food and Rural Affairs budgets.


Prepares applications for submission to the Ministry of Agriculture, Food and Rural Affairs for grant monies for properties classified as agricultural, for construction, and maintenance of Municipal Drains.  Includes costs for employing a Drainage Superintendent through the Municipality.


Assigns, trains, supervises, and directs the work of two or more technical staff.


Coordinates the work of consultants for construction and maintenance works.


Assigns, supervises and directs the construction on drainage maintenance works by outside City workers and contractors.


Reviews draft Engineer's Drainage Reports and drawings, and recommends modifications prior to submission to Council for approval.


Completes a final inspection of constructed drainage works with the Engineer, identifies deficient work and ensures remedial actions are completed prior to acceptance.


Investigates, develops, recommends, or approves adaptation or modification to technical methods or procedures to deal with deviations from accepted standards, precedents, or situations for drainage matters.


Investigates, develops and recommends new, or changes to existing, technical policies, standards and procedures of the Division to the Division Manager IV.


Ensures compliance to, and gives advice on the interpretation and application of, the policies, standards, methods and procedures of the Division to consultants, developers, contractors, lawyers, landowners, members of the public, and to other Divisions, Departments and government bodies.


Prepares written reports and supporting documentation for Board of Control, various Committees of Council, City Administrator, and Division Manager IV, recommending approval.  As Drainage Superintendent, attends Committee meetings to support recommendations of report.


Schedules, arranges, attends, and chairs meetings with other divisional staff, departments, contractors, property owners, utilities, and other external agencies and authorities to plan, coordinate, and discuss projects, including public meetings and forums, as a City technical representative and appointed Drainage Superintendent.


Reviews consultants' invoices for work progress and recommends payment. Reviews work performed, correctness, and progress of work, and recommends approval of Payment Certificates, Change Orders, Purchase Orders, and Invoices from contractors and suppliers.

Prepares requests for proposal for consultants, and establishes work programs for contractors for maintenance works.  Reviews, amends, negotiates, and recommends submitted proposals and work programs for approval.  Monitors consultants' performance for compliance.


Designs, prepares cost estimates, and tender documents for Division in-house projects.  Tenders work for contracts; carries out survey work in the field.  Supervises, monitors, and schedules the construction and maintenance of municipal drainage systems by contractors.  Advises and provides recommendations and progress updates.


Liaises with landowners, other divisions and departments, consultants, and various other municipal and provincial agencies, with understanding of provincial and federal policies and legislation, as Divisional representative and City's Drainage Superintendent.  Coordinates the work of consultants performing similar activities.


Provides resident site inspection as City Inspector, and completes all related contract administration.
Responds to inquiries and provides information, advice, and makes recommendations on resolving problems.


Performs on-site investigations, providing technical expertise, and resolution of public drainage complaints.


Provides expert testimony, as required, for Court of Revision, Drainage Tribunal, Drainage Referee, and for the Ontario Provincial Court System.


Prepares the net schedule of appointment of costs to be invoiced to the benefiting property owners in the construction and maintenance of municipal drains in conjunction with current Drainage Report and bylaw utilizing computerized systems.


Performs related duties as assigned.


Qualifications/Experience


Three year Community College Civil Engineering Diploma


Successful completion of the Ministry of Agriculture, Food and Rural Affairs' Drainage Superintendent Course.


Five years' related experience.

Specialized Training & Licenses

Certified by the Ministry of Agriculture, Food and Rural Affairs as a Drainage Superintendent.


Membership in the OACETT as a Certified Engineering Technologist.


Membership in the Drainage Superintendents' Association of Ontario.


Demonstrated proficiency in wordprocessing, spreadsheets and various software.


Valid Driver's Licence-Class G.


Excellent verbal and written communication skills.


Confined Space Entry training and standard First Aid and CPR.


Knowledge and understanding of Acts directly related to municipal drainage works.


Working knowledge of the Ontario Health and Safety Regulations for construction and inspection projects as Project Manager, with direct implementation on City projects.

Compensation and Other Information

$55,175 - $80,171 (Level 14)


This is a permanent position being filled on a temporary basis for up to 18 months.


Other Information:
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
