Summary of Duties

Reporting to the Manager, Transportation Design, the Transportation Design Engineer assists in the administration of the Transportation Program and provides project management for the design, construction and maintenance of transportation infrastructure including roads, bridges and culverts.

Work Performed

  • Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for the Transportation and Mobility Division to meet Council’s Strategic Plan.

  • Responsible for supervising employees including hiring, administration, and performance aspects of reporting employees.  Respond to sensitive and confidential human resource issues as required.

  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
    • Oversee technical staff in the planning, design, contract preparation and construction of transportation infrastructure projects to resolve local issues.

    • Liaise with Construction Administration on projects of mutual interest.

    • Direct consultants, contractors and technical staff in the scheduling, environmental assessment, design, contract administration and construction of transportation infrastructure projects.

    • Assist in the preparation and administration of the Operating and Capital budgets for the Transportation Program.

    • Develop and recommend design criteria, construction standards and specifications for transportation infrastructure projects.

    • Administer capital projects including review of contract documents, evaluation of tenders, and recommendation of the contract award; provide direction on changes to the project during construction.

    • Evaluate and recommend a program for the reconstructive maintenance of arterial roadways and bridges.

    • Prepare cost estimates for transportation infrastructure projects including external transportation projects required by development.

    • Provide technical advice and information to developers, consultants, other divisions and Service Areas, government bodies, utility companies and the public.

    • Arrange and attend meetings with other divisional staff to plan, discuss and coordinate transportation infrastructure projects.

    • Represent the Manager, Transportation Design as required in matters related to the design, construction and maintenance of the transportation infrastructure.

    • Participate in professional and technical organizations to further transportation planning, design and technical specifications.

  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities, and build team performance with direct reports.

  • Provide updates, information, and recommendations to the Manager and Division Manager, Transportation Planning and Design on priorities with responsibility to operationalize identified goals and strategies.

  • Identify and recommend internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Division. Ensure internal controls are implemented, monitored and reported on specific to the Division.

  • Liaise with unions as required on issues that affect bargaining unit employees.

  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promotes a culture of safety with direct reports.

  • Prepare reports for Committee and Council under direction as required; prepare technical reports, cost estimates and reports to other stakeholders as required.

  • Identify, recommend, adapt, and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.

  • Recommend and develop processes and tools needed to improve efficiencies, and the effectiveness of services provided by the unit.

  • Implement strategies to track and report on performance measures for deliverables using appropriate data collection and analytics.

  • Represent the Division on various boards and committees of external organizations, associations, and government partners to promote regional water systems as a leader, share best practices, build relationships, and recommend solutions; may represent the City on technical matters regarding legal proceedings and Environmental Assessments.

  • Make presentations at public meetings, to corporations, and schools to explain and promote the City’s infrastructure programs and operation.

  • Perform related duties as assigned.

Qualifications/Experience

  • Undergraduate degree in Civil Engineering or similar engineering degree with an emphasis in transportation.

  • Registered Professional Engineer in the Province of Ontario.

  • Five years or more of experience building and maintaining transportation-related infrastructure.

  • Project Management certification is an asset.

  • Must possess a valid class ‘G’ driver’s license with ability to travel to various locations.

  • Experience in a leadership or administrative capacity, as a Project Lead or in supervising technical staff, managing contractors and/or consultants, or an equivalent combination of education and related professional and lived community experience.

  • Demonstrated knowledge and experience in the above identified areas of accountability with a thorough understanding and knowledge of all Federal, Provincial and Municipal regulations and standards, related to the planning, design, construction, development, and provision of transportation infrastructure, projects and services, and how the work of the area aligns with the objectives of the Division. 

  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.

  • Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.

  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.

  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.

  • Demonstrated perseverance and resilience in addressing and escalating, as required, challenges and emergent issues.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; ability to skillfully communicate multiple perspectives and at times provide alternate concepts or solutions; political acumen to identify and manage issues.

  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.

  • Computer literacy in Microsoft Office, related software and database applications.

Compensation and Other Information

$96,723 to $126,632
