Position Overview
The Resources Business Group (RBG) Construction Field Services (CFS) Director provides Business Group leadership, strategy, and operational direction for RBG's CFS program across all market sectors and geographies. Reporting to the RBG Service Delivery Director, this role is responsible for scaling and operationalizing a global CFS program, driving consistent delivery, profitable growth, and technical excellence.
This position serves as a central integrator across the HDR matrix, aligning operations, professional services, market sectors, and business development to deliver a world-class CFS offering.
Key Responsibilities
Strategic Leadership & Program Growth
- Define and lead the long-term vision and growth strategy for RBG CFS, aligned with RBG and corporate objectives.
- Drive expansion toward a scaled, multi-market sector CFS business through targeted market positioning and strategic pursuits.

Partner with market sector, regional, area and technical leadership to identify and capture large, programmatic opportunities
Strategy Execution & Operationalization
- Operationalize and refine the RBG CFS Strategic Plan, translating initiatives into executable programs, KPIs, and performance metrics.
- Align market sector, professional services and operations leadership to deliver consistent execution across regions.
- Drive implementation of enterprise initiatives in alignment with RBG priorities
Standardization & Delivery Excellence
- Support professional services in establishing and maintaining standardized processes, procedures, and delivery frameworks across CFS.
- Support professional services in codifying and deploying best practices, tools, templates, and lessons learned to ensure consistent, high-quality delivery.
- Promote continuous improvement, innovation, and digital delivery across the CFS program
Financial Performance & Commercial Strategy
- In collaboration with operations, drive overall CFS financial performance, including net fees booked, net fees earned, profitability, utilization, and growth metrics.
- Lead development of CFS pricing strategies, including overhead structures and markups, to support competitive positioning.
- Partner with operations to optimize staffing models (HDR staff vs. contingent workers) via informed, data-driven decisions.
Operations Integration & Resource Management
- Collaborate with regional directors to align staffing, workload, and delivery capacity.
- Support area based growth strategies and resource planning across the matrix organization.
- Drive consistent approaches to project staffing, utilization, and workshare.
Leadership & Talent Development
- Lead and develop the CFS leadership team, including the Practice Lead (PL) and Business Class Lead (BCL) functions.
- Establish clear accountability between strategy/growth (PL) and technical delivery (BCL).
- Promote career development, succession planning, and workforce growth across PMs, CMs, and field staff.
Technical Excellence & Risk Management
- Drive a culture of safety as a top priority in our CFS program.
- Partner with RBG safety, health and environmental (SH&E) lead(s) to identify and mitigate CFS SH&E risks.
- Partner with professional services leadership to verify technical quality, QA/QC, and standards compliance.
- Oversee risk management practices, including project reviews, delivery oversight, and issue resolution.
- Drive consistency in technical execution across market sectors and geographies
Cross-Matrix Collaboration
- Serve as the primary connector across CFS, market sectors, professional services and operations.
- Collaborate with peer Service Line Directors (Program Management, Alternative Delivery, Advisory Services) to advance project lifecycle delivery.
- Lead enterprise-level coordination to maximize HDR's competitive advantage.

Preferred Qualifications
- A strong understanding of overhead structuring, specifically within the CFS industry.
- Certified Construction Manager (CCM)
- Experience with estimating software, scheduling software, project management software and web-based collaboration software for the exchange of documents.

Required Qualifications
- Bachelor's degree in Engineering, Architecture, Construction Management, Construction Science or closely related field or equivalent work experience.
- A minimum of 10 years of experience in various aspects of construction planning and management, including but not limited to construction contracts; document, time, cost, and quality management; change management; and site safety. estimating, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.
- Experience with Microsoft Office
- Experience with construction management software such as Procore, Prolog, Primavera, Bluebeam, etc.
- Must have strong people skills and the ability to interact with the Owner, Engineer, Contractor and other project stakeholders
- An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) The pay range for this position in North America (based on experience and location) is $187,200 - $260,000.
