This position is specific to HDR's Resources Business Group (RBG), which includes the Power, Waste, and Industrial market sectors.
Primary Responsibilities
The primary responsibility of the Resources Right of Way Business Class Leader (BCL) is to provide leadership, coordination, and advancement of right-of-way technical services within HDR's Resources Business Group.
The Resources Right of Way BCL supports continued growth, technical excellence, quality delivery, implementation of technology, and market integration of right-of-way services across the Resources Business Group. This role collaborates with business group leadership, market sector leadership, operations leadership, technical staff, and client teams to align technical capabilities and resources with client needs and strategic growth objectives.
This position reports to the Resources Professional Services Cross Sector Director through an operating Area and maintains close coordination with the Right of Way Cross Sector Director and market sector leadership.
The BCL will leverage HDR performance metrics and tools to monitor the health and performance of the Resources Right of Way business class and support continued business group success.
The BCL serves as a senior technical and strategic leader responsible for:
- Supporting technical excellence initiatives and collaboration across HDR right of way teams.
- Supporting development and implementation of technical tools, standards, and recommended practices.
- Supporting awareness and integration of emerging technologies and delivery approaches.
- Assisting with recruitment, mentoring, onboarding, and staff development efforts.
- Supporting coordination of qualified right of way resources across projects and regions.
- Supporting knowledge transfer initiatives, lessons learned discussions, and best practice sharing..
- Monitoring business class trends, staffing needs, and technical delivery considerations within Resources.

Location and Travel
The geographic location of this position is non-specific; however, a location with an established HDR presence is preferred. Travel associated with this role is anticipated to be up to 20% and will vary based on project, client, and business needs.
Utilization
This role combines technical leadership, project delivery, and cross-sector coordination responsibilities. The selected candidate is expected to maintain active engagement in project and program work with a utilization goal of 50% while supporting broader business class leadership initiatives.
Preferred Qualifications
- Bachelor's degree in Engineering, Planning, Real Estate, Business, Environmental Sciences, Land Management, or related field.
- Minimum 10 years of practical right of way experience.
- Experience supporting large-scale utility, energy, industrial, or infrastructure programs.
- Experience supporting strategic pursuits, proposal efforts, and client development initiatives.
- Demonstrated industry involvement and professional visibility through organizations, presentations, or publications.
- Experience supporting recruitment, mentoring, and staff development initiatives.
- Understanding of HDR's Business Classes, Cross Sectors, Market Sectors and Business Groups.
- Existing relationships with Area and Business Group leadership teams.
- Professional registration, IRWA designation, or related certifications.
- Master's degree.
- Practical right of way experience supporting infrastructure, utility, energy, renewable, industrial, or related projects.
- Experience supporting technical teams, project delivery, and client service efforts.
- Demonstrated ability to collaborate with operations managers, technical leaders, client managers, and business leadership.
- Experience mentoring, developing, or coordinating technical staff and teams.

- Strong communication, collaboration, and organizational skills.

Required Qualifications
- Bachelor's degree in a Professional, Architecture, Engineering or closely related field
- A minimum of 10 years of experience in related field
- Maintains a professional or Engineering registration and has related technical experience
- Experienced in development and management of diverse teams
- Works cooperatively with other business class directors, operations managers, technical directors and marketing managers on business class efforts
- Committed to quality, improvement and HDR values
