Summary of Duties

Reporting to the Manager, Housing Services, the Manager I, Housing Administration and Support is responsible for overseeing the administration of a range of housing programs within a legislative and policy framework including procedure development, daily operations, and monitoring and evaluating performance to ensure the effective and efficient delivery of housing programs and achievement of divisional objectives.

Work Performed

  • Assists the Manager, Housing Services with planning, organizing, leading, and controlling social housing administration within the Division as assigned.

  • Manages a multi-disciplinary housing team, providing governance, technical and financial management support and guidance to a variety of social housing stakeholders, ensuring the effective and efficient service delivery system under appropriate legislation, regulations, and local rules.

  • Participates in making decisions surrounding resource allocation, recruitment, selection, and performance management.

  • Oversees Housing Division’s risk management of social housing providers through operational reviews, the design, planning and conducting of special audit assignments, assessment and analysis, appropriate mitigation strategies or remedies, monitoring, and follow-up.

  • Plans, monitors, and maintains housing programs to meet the changing needs of clients, providing monitoring and analysis reports.

  • Recommends, develops, and implements policy, system review, and design and provides guidance and advice to the Manager, Housing Division.

  • Contributes to the development of Housing Division’s strategic plan(s) by recommending options and ideas for the short and long term business and service objectives.

  • Develops and maintains strong relationships and communications with community housing stakeholders and other levels of government, including counterparts in Federal, Provincial, and Municipal governments and relation municipal and sector associations.

  • Researches, maintains awareness and monitors developments of pertinent legislation, governmental policies, procedures, or trends that impact the Housing Division.

  • Develops and conducts staff training and provides managerial leadership, coaching and advice to team members and other Housing Division personnel.

  • Oversees management of the appropriate information systems to support the delivery of program operations.

  • Represents the Manager, Housing Services and/or chairs various meetings/committees related to social housing administration of operational issues.

  • Performs related duties as assigned.

Qualifications/Experience

  • Successful completion of a University degree in Business Administration, Finance, Commerce or a related field combined with a Chartered Professional Accountant (CPA) designation.

  • Three years of experience with progressive management responsibilities in roles requiring budget preparation, project management, and program planning.

Specialized Training & Licenses

  • Proficient understanding and application of financial and accounting principles.

  • Excellent interpersonal and relationship building skills.

  • Adept presenter and public speaker.

  • The ability to use applicable software applications, particularly Microsoft Office.

  • Valid Ontario Class “G” driver’s licence.

Compensation and Other Information

$76,888 to $104,260

 

This is a permanent position being filled on a temporary basis for up to 2 years.
