SUPERVISOR, FACILITY SERVICES


Position Statement:
Under the direction of the Facility Services Manager, plans, coordinates, oversees and performs maintenance and custodial services to maintain and improve library facilities in a neat, clean, sanitary, energy-efficient, safe and well-functioning condition.  In collaboration with the Manager, builds and cultivates a department culture that is built on teamwork, respect, service excellence, communication, efficiency and satisfaction of stakeholders.

Accountabilities

1.   Operational Duties:
 
  • Performs work related to facility preventative maintenance and repair operations for all buildings and property, systems and related equipment, including mechanical, electrical, plumbing and sewage systems, cleaning, furniture/equipment set-up and take-down, grounds maintenance, delivery and handling systems.
  • Performs custodial duties according to prepared work schedules.
  • Operates and maintains facilities equipment; demonstrates the proper and safe use of materials and equipment to assigned personnel; operates vehicle as directed incidental to work activities to travel to and from branch locations.
  • Inspects library plant and other facilities to assure that safety and cleanliness standards are met and work is completed according to instructions.
  • Maintains a variety of records such as Logbooks, Calendars, PM/WO’s and hard files as required. 
  • Assists in ordering and maintaining maintenance materials and supplies for assigned buildings.

2.   Technical Duties:
 
  • Inspects facilities and grounds and contacts proper authority if fire, safety, security or other related problems occur.
  • Evaluates operational performance and recommends changes to systems, processes, procedures and policies to maximize use of resources and ensure excellence in library services.
  • Works with the Manager, Facility Services to implement and monitor the energy management program and to optimize library’s efficient energy utilization.
  • Serves as a key resource for the oversight and maintenance of the HVAC systems and controls and ensures effective and efficient operating of HVAC systems.
           
3.  Internal/External Relations
 
  • Assists with the revision of standardized work schedules and the coordination of outside contracted services.
  • Investigates and records complaints, resolves problems in a timely manner, documents solutions and outcomes and maintains good public and internal relations.
  • Confers with branch supervisors and the WPH & Space Rental Services department regarding custodial activities, library meeting facilities for meetings and functions.
  • Liaises and builds collaborative and synergistic relationships with all branches and departments to ensure reliable and high quality delivery of facility services to internal customers and ultimately to the public.
  • Builds relationships and works collaboratively with external contractors/vendors or the City of London to achieve high-quality workmanship for library facilities in a cost-effective manner.

4.  Team Building & Staff Leadership
 
  • Builds relationships and works collaboratively with external contractors/vendors or the City of London to achieve high-quality workmanship for library facilities in a cost-effective manner.
  • Plans and coordinates the daily activities of the Facilities Maintenance staff team including instruction, assignment of tasks, monitoring progress and maintaining the work flow while ensuring that operational policies and procedures and followed.
  • Oversees the quality and standard of work performed by Facility Services staff, providing direction, support, training and coaching.
  • Assesses the training and development needs of the staff at the facility.  Trains staff in procedures related to the operation of facility, delivery and handling systems.
  • Continually looks for opportunities to improve and maximize the efficiency and effectiveness of performance in the Facility Services area.
  • Builds teamwork and healthy team morale. Resolves workplace issues, reporting any problems to the Manager, Facility Services.
  • Schedules direct reports to meet internal and external customer needs.
  • Completes performance appraisals for Facility Services staff.
  • Performs the duties required of a supervisor under the Occupational Health and Safety Act and Regulations.
  • Complies with the Collective Agreement and library policies and procedures.  Seeks guidance from the Human Resources department in the interpretation and application of these provisions.
  • Identifies opportunities for process improvements within the department to maximize team productivity and minimize waste.

5.   Other Requirements
  • Communicates and escalates problems effectively within the management team.
  • Performs related duties and undertake special projects as assigned.
  • Keeps current in the field through continuing education, attending conferences and workshops and by reading professional literature. 
  • Able and willing to work at multiple locations on a system-wide basis.  Drives library vehicles as required.
  • Expected to work irregular hours outside the normal work week, including standby and emergency call ins.
 
Qualifications 
 
  • Licenced Refrigeration and Air Conditioning Systems Mechanic 313A.  Other registered trades, such as 309A Construction Maintenance Electrician with significant building maintenance experience will be considered.
  • Previous successful experience in a supervisory role with demonstrated experience team building.
  • Strong knowledge of safety standards and operating guidelines related to the operation of public spaces. (TSSA, etc.).
  • Proven written and verbal communication skills and strong interpersonal skills.
  • Demonstrated ability to lead a team and to build collaborative and trusting relationships with others.
  • Proven computer skills, including automated building controls.
  • Proven ability to work quickly and independently or with a team and to achieve goals on time.
  • Current and valid Ontario G Driver’s License.




Band 8 - $31.264 to $39.941 per hour.
