Summary of Duties

Reporting to the Director, Water and Wastewater, the Division Manager IV, Wastewater Treatment Operations provides leadership for all engineering and operational matters related to the provision of Environmental and Engineering Services Wastewater Treatment Operations, ensuring the highest levels of safety and protection of water resources and the environment; manages personnel and fosters a culture of innovation, high performance and inclusion in the provision of essential services to the community.

Work Performed

  • Plans, organizes, directs and controls functions of the Environmental and Engineering Services Wastewater Treatment programs including maintenance and operation of the City’s Wastewater Treatment Facilities and the Division’s ISO 17025 accredited laboratory.

  • Contributes to strategic planning for the Division and Service area and makes critical decisions on any emergent issues that require immediate redress.

  • Manages all human resources aspects of the section: assesses staffing and divisional service delivery requirements; coaches assigned personnel with responsibility for employee development, training, performance management; addresses conduct matters; engages in productive labour relations activities; and participates in recruitment processes.

  • Administers provisions of various Collective Agreements including resolution of grievances and representation at mediation and arbitration proceedings.

  • Actively leads and develops a positive and inclusive workforce, ensuring effective collaboration, high standards of work quality, organizational performance, and employee development. Promotes a culture that supports a commitment to the highest standards of Health & Safety.

  • Ensures that Division employees perform work in accordance with applicable Provincial and Federal legislation, and all City of London Corporate and Divisional policies and procedures.

  • Develops, coordinates and administers operating and capital budgets for the work related to the Division’s operations.

  • Leads the development of the wastewater treatment system component of the master plan for long term growth as part of the Development Charges Background Study process.

  • Supervises Environmental and Engineering Services renovations, modifications, and alterations performed by contractors.

  • Develops and maintains unit cost standards for all Environmental and Engineering Services Wastewater Treatment Operations.

  • Prepares technical specifications, reviews and recommends on tenders/quotations/proposals related to Environmental and Engineering Services Wastewater Treatment Operations.

  • Provides, on behalf of the City, effective liaison with the Ministries of Environment Conservation and Parks, and City staff in other Divisions and Service Areas, as well as consulting engineers.

  • Monitors and assesses experimental new processes and equipment to optimize efficiency and minimize costs of operations.

  • Assists consultants during design and construction phases of Environmental and Engineering Services Operations projects.

  • Ensures all federal, provincial, and municipal regulations and bylaws are met.

  • Responsible for implementation of preventative maintenance and safety programs for all equipment and facilities within the Division.

  • Provides oversight of various research and testing initiatives at City wastewater sites including the London Wastewater Facility operated jointly with Western University.

  • Provides advice and senior level consultation to various Service Areas and Divisions (Finance, Planning, and Development Approvals).

  • Provides Division related information to requests through the Freedom of Information and Protection of Privacy Act (MFIPPA).

  • Represents Environmental and Engineering Services as required during emergency training exercises and during emergency activation of the Emergency Operations Centre.

  • Reviews and recommends revisions to by-laws, policies and procedures pertaining to the Division’s affairs.

  • Provides media support through television and radio interviews.

  • Responds to, provides advice and resolves inquiries from staff, management, Councillors, customer service requests, external agencies and the general public as required.

  • Oversees the development and approval of technical specifications; reviews and recommends capital programs; approves tenders/quotations/proposals related to capital programs.

  • Co-ordinates investigations to claims, provides evidence at hearings, and appears in court as an expert witness as necessary.

  • Directs the preparation of reports, makes recommendations, acts as a source of design expertise and attends various Committees of Council, departmental and interdepartmental design reviews.

  • Administers provisions of various Collective Agreements including resolution of grievances and representation at mediation and arbitration proceedings.

  • Represents the Department on internal and external committees.

  • Performs related duties as assigned.

Qualifications/Experience

 
  • Completion of a Bachelor’s degree in Engineering or a related field. Registered Professional Engineer, Province of Ontario designation is an asset.

  • Completion of the Class 4 Wastewater Treatment Licence and Class 2 Wastewater Collection Licence are preferred qualifications.

  • Minimum of ten (10) years of previous related experience involving wastewater treatment design, construction and operation. Knowledge of wastewater conveyance planning, design, and construction an asset.

  • Demonstrated successful experience in a leadership role supervising employees.

  • Thorough knowledge of all Federal, Provincial, and Municipal regulations and standards related to the areas of responsibility including the Municipal Act, Environmental Assessments Act, Planning Act; Construction Lien Act; City policies and by-laws.

  • Focused analytical and strategic thinking and issue resolution skills, combined with a commitment to innovation and collaboration.

  • Leadership and human relations skills in order to direct, develop, motivate, and support personnel and hold personnel accountable to goals and objectives.

  • Outstanding interpersonal, communication, leadership and presentation skills.

  • Excellent problem solving and conflict resolution skills.

  • Demonstrated perseverance and resilience in addressing challenges and emergent issues.

  • Demonstrated knowledge of the Health and Safety Act and applicable regulations as it relates to the position.

  • Demonstrated ability to effectively utilize a broad-cross section of communication, project management and engineering software packages.

  • Ability to support and project values compatible with the organization.

  • Class G Driver’s License and ability to travel to various locations.

Compensation and Other Information

$113,833 to $154,841
