The Manager, Emergency Management & Continuity of Operations will develop, promote and oversee the University's Emergency Management Program, maintaining and communicating emergency preparedness measures and strategies for the University with responsibility for the overall planning and development of the university's emergency management framework, in keeping with industry standards that advance prevention, mitigation, response and recovery elements of emergency management.
The Manager will design and implement campus emergency procedures, develop awareness programs (including training/on-line learning and printed materials) and ensure the effectiveness and maintenance of all plans through table-top exercises, simulations and other testing methods. The Manager will also coordinate and provide direction in regards to planning, preparation and continuity of operations, in the event of a campus emergency, and will liaise with campus partners, federal/provincial/ municipal government agencies and the community at large. In addition, the Manager will act as subject matter expert and be a resource for all University departments and research units, provide advice and guidance in EM/BCP/DRP principles and assist in maintaining the executability and currency of all university and departmental plans, while supporting the assessment of risk and prioritization for continuity plans across the organization.
Education:
- Post-secondary degree or diploma in emergency management or other specialization relevant to the position (Provincial Certification/training in Emergency Management Ontario (EMO), Ontario Police College and or Ontario Fire College or a combination of education, training and/or work experience)
- Certification in Business Continuity (CBCP), Crisis Communications, Critical Infrastructure Protection,
Emergency Management, Emergency Planning, Project Management, and/or Risk Management is preferred
- Certification in Incident Command Systems (if not already certified, will complete ICS-400 Advanced
Incident Command System certification within the first year) is preferred
Experience:
- 7 years’ related combined experience in emergency preparedness and management programs and functional experience in an Emergency Command Centre
- Experience in emergency response and/or management programs
- Strong background in emergency management principles
- Experience successfully managing large and/or multiple projects with strategic planning, implementation and operationalization
- Project management experience working in the public sector
- Experience in coordinating exercises and delivering presentations is preferred
Knowledge, Skills & Abilities:
- Knowledge of the statues and practices related to the Occupational Health and Safety Act, the Ontario
Building Code, the Ontario Fire Code, Criminal Code of Canada, and other Federal Provincial and municipal legislation plus other related hazard specific codes and regulations
- Operational experience with the Incident Command System, Emergency Management structure and best practices in an Emergency Response Team role
- Understanding of the breadth and severity of hazards encountered in the University environment and solid understanding of Hazard Recognition, Evaluation and Control
- Strong understanding of fire and life systems as they relate to building systems
- Knowledge in the fundamentals of emergency management (as outlined in the EMO Doctrine and other recognized emergency management organizations), response and recovery; understanding of the Incident Management System (IMS) and experience as an Incident
Commander in that IMS model
- Ability to develop and deliver training presentations and programs to faculty, staff and students in formal and informal settings
- Strong business acumen with an ability to influence, motivate and inspire with and without positional authority
- Critical thinking and discernment to assess and scope areas for improvement and an ability to offer creative solutions
- Proven ability to take initiative and in depth knowledge of how to champion a project from conception through implementation and evaluation
- Strong customer service skills, with a n ability to understand and provide excellent customer service directly and indirectly to meet or exceed expectations
- Self-driven, independent thinker who is highly motivated and possesses an intrinsic passion for quality
- Planning and organizational skills with a proven ability to build and manage a financial and business plan
- Ability to quickly re-allocate resources and adjust priorities in response to unexpected events or changing circumstances
- Intermediate computer skills in Microsoft Office Suite
- Advanced judgment, analytical and problem solving s kills with a consultative and collaborative approach to addressing issues and opportunities
