Job Description

The Water Resources Analyst reports to the Manager of Watershed Services and implements the Conservation Authority’s flood forecasting and warning, dam operations and maintenance, dam safety, flood and erosion hazard mapping, and supports Planning & Regulations Services.

Qualifications:
  • Graduation from an accredited University in an Engineering discipline, preferably Water Resources, Civil or, Environmental Engineering.
  • Eligible for registration with Professional Engineers Ontario as a Professional Engineer or Engineer-in-Training.
  • Experience and knowledge of hydrology, computer modeling, surveying, and construction practices and processes.
  • Proficient in hydrologic and hydraulic computer models (HEC-HMS and HEC-RAS).
  • Proficient in geographic information systems and software (ArcGIS and QGIS).
  • Working knowledge of geotechnical and fluvial/coastal geomorphology disciplines is an asset.
  • Knowledge and experience with Water Information Systems by Kisters (WISKI) and Simultaneous Data Acquisition (SODA) is an asset.
  • Ability to liaison, consult and negotiate with partner municipalities, consultants, developers, engineers, and, property owners to maintain excellent client services.
  • Knowledge of current water/environmental management principles, technologies, legislation, and municipal/provincial planning policies and processes.
  • Capability to work unsupervised and display initiative and a high level of self-motivation.
  • Demonstrated communication (written & oral), interpersonal, organizational and problem-solving skills.
  • Valid driver’s license and personal vehicle.
 
Responsibilities:
  • Administer, develop and maintain the Authority’s Flood Forecasting and Warning System.
  • Undertake day-to-day dam and erosion control structure operation and maintenance as well as routine dam inspections to identify deficiencies and evaluate required remedial measures. Support studies and capital repair projects of dams.
  • Provide technical review and advice to member municipalities and the community on Section 3.1 of the Provincial Policy Statement and Section 28 of the Conservation Authorities Act to determine compliance.
  • Evaluate technical studies, reports and designs including stormwater management plans, geotechnical investigations, coastal assessments, floodplain mapping studies, and floodproofing designs to ensure compliance with current policies, goals and objectives.
  • Maintain and develop floodplain and hazardous land mapping and information.
  • Assist in developing and implementing policies, guidelines, and strategies relating to water management objectives, natural hazard management, and planning and regulation services.
  • Undertake site inspections to support development review applications and to ensure compliance with regulations.
  • Complete Provincial Offences Officer training and be designated a Provincial Offences Officer to administer and enforce Section 28 of the Conservation Authorities Act.
  • Investigate violations under Section 28 of the Conservation Authorities Act. When necessary, bring properties into compliance through resolution or prosecution, including providing evidence in court testimony.
  • Complete fieldwork including surveying, inspections, and sampling to support responsibilities. 
  • Represent the Authority on external committees related to water management.
  • Travel for meetings and field work.
  • Other duties as assigned.

  • Tillsonburg Head Office with travel to LPRCA properties
  • Extra hours may be required to meet deadlines or attend meetings and/or special events

LPRCA offers a salary range of $58,120 - $72,650 (2020 rates) per annum plus a comprehensive benefits package that will commensurate with your experience and qualifications.
