Summary of Duties

Reports to and carries out work under the direction of a designated Manager. Prepares, processes, reviews and analyzes environmental policies and objectives; recommends policies and objectives for the City's open space system; develops environmental planning strategies, policies and Master Plans for the City's Natural Heritage System; coordinates, monitors and provides comment on environmental impact studies submitted to the City; provides technical input for various planning applications and documents and for environmental assessments carried out by proponents and the City.

Work Performed

Provides input regarding environmental impact studies (EIS), environmental and ecological planning through the planning application and subdivision approval processes and monitors the status of all EISs.  Responsible for the provision of scientific and technical review and advice regarding ecological and environmental issues through planning processes, including the development of monitoring programs and draft plan and subdivision conditions.


Assists in the development and implementation of policy, procedures, guidelines and standards for maintenance, management plans, public and agency partnership initiatives, and public information and education initiatives for the City's Natural Heritage System.


Undertakes field reviews and life science inventories and coordinates studies as necessary to document ecological/environmental functions and processes in areas under review or subject to a subject lands status report, an environmental impact study or similar application or review with respect to conformance with Official Plan and Provincial Policies and related legislation.


Assists in the planning and design of public open space through the preparation and/or review of proposals for lands and facilities in accordance with the Official Plan, Community Plans, or Area/Secondary Plans, Conservation Master Plans for ESAs, and the Master Plan for Parks and Recreation Services.


Assists in the review of Tree Conservation By-law applications and is a By-law Officer.


Assists in the development of goals, objectives and policies related to open space and environmental planning, including protection, management, restoration and acquisition priorities, public and agency partnership initiatives and public information and education for environmentally significant areas.


Supplies environmental and open space planning information and advice regarding natural heritage matters, and liaises with applicants, agents, consultants, citizen groups, organized bodies, the general public, various government agencies and elected municipal officials, other municipal Departments, and others.


Attends meetings of Standing Committees, Advisory Committees and citizen groups as required to seek input from and present reports on environmental and open space planning issues and projects; represents the Planning Division as required on administrative and citizen advisory committees and attend and/or present at relevant conferences.


Gives professional evidence before the Ontario Municipal Board, other Boards and Commissions and the Courts.


Oversees the development and maintenance of the City's Ecological database.


Performs related duties as assigned.

Qualifications/Experience

Masters of Science Degree in Resource Management, Biology or Ecology.


Four to five years' related experience.

Specialized Training & Licenses

Skills and abilities in the following areas are necessary:


Valid Driver's License - Class G.


MNR Certification in Ecological Land Classification


Excellent verbal and written communication skills.

Compensation and Other Information

$57,449 - $83,504 (Level 15)


Hours of work: Monday to Friday 8:30 a.m. - 4:30 p.m.


These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and weekends.
