The Municipality of Strathroy-Caradoc is currently accepting applications for one (1) full-time, permanent “Asset Management Analyst.”

Position Summary: 

Reporting to the Manager of Accounting / Deputy Treasurer, this position provides strategic oversight and governance of the Municipality’s Tangible Capital Asset (TCA) recording and reporting framework. The role is accountable for the ongoing monitoring, integrity, and enhancement of the TCA system in accordance with Public Sector Accounting Board (PSAB) Section 3150 and for ensuring corporate-wide compliance with Ontario Regulation 588/17 – Asset Management Planning for Municipal Infrastructure.

The incumbent coordinates the development, maintenance, and valuation of the municipal asset inventory, establishes and updates asset management and accounting policies, and ensures practices evolve in response to legislative, regulatory, and corporate requirements.

This position provides high-level financial and asset management analysis to support long-term financial sustainability, capital planning, and informed decision-making by senior management and Council.

Duties and Responsibilities: 

  • Coordinate and critically assess the flow of asset management related information between the departments and internal and external partners.
  • Coordinate the collection and maintenance of all municipal asset inventories including roads, bridges, fleet, facilities and all other tangible capital assets.
  • Develop and implement standard processes for collecting, updating, maintaining, and managing the asset infrastructure information, condition inspections and mapping.
  • Responsible for maintaining the relevant parts of the asset registry through field inspections, asset data collection, and proficient use of the municipality’s asset management software system (PSD CityWide).
  • Develop, implement, and monitor best practices for asset rehabilitation/renewal analysis, including developing techniques for life-cycle analysis, condition assessments and inspection programs, and developing service level standards and performance measures.
  • Work with departments to establish risk management practices and performance measurement.
  • Research and forecast asset management trends, projecting current activities and programs into longer term needs.
  • Provide corporate leadership and collaboration across departments to advance asset management plans and studies.
  • Strategic oversight of the asset management working group; revising estimates and assumptions associated with department specific asset management plans, including but not limited to revised lifecycle cost estimates and financing plans.
  • Assist in the financial analysis of operating and capital budgets to determine lifecycle costs based on current levels of service and proposed levels of service.
  • Advise as the governance of Municipal policies and procedures concerning asset management planning to ensure accuracy, ongoing improvement and continued compliance with legislation through research of best practices and emerging trends.
  • Develop training materials, and coordinate/communicate these materials through education and training of staff, Council and others related to the Asset Management Program.

  • Assist with completing capital asset accounting entries according to PSAB 3150 standards and respond to audit inquiries related to these transactions.
  • Ensure new provincial funding support requirements are communicated and being met by the Municipality and staff.
  • Oversee special projects assigned by the Director of Finance/IT or Manager of Accounting / Deputy Treasurer.
  • Prepare Council reports, provide recommendations, information and advice to Council, and attend and present at Council meetings as required.
  • Respond to public inquiries, adhering to the Municipality’s Customer Service Standard policy.
  • Understand and work within the Occupational Health and Safety Act, Regulations, and any Municipal policies and procedures.
  • Perform other related duties and undertake special projects as assigned.

 Qualifications:  

  • Post-Secondary Diploma in either Commerce, Accounting, Business Administration, Finance or related field.
  • Professional accounting designation (Chartered Professional Accountant) in good standing considered an asset.
  • Minimum of three (3) years of previous experience in Asset Management. Experience in a Municipal or Public Sector environment is preferred.
  • Familiarity with Municipal Accounting, PSAB standards and O. Reg 588/17.
  • Completion of a Certified Asset Management Professional considered an asset.
  • Working knowledge of PSD-Citywide, Microsoft Dynamics Great Plains considered an asset.
  • Demonstrated understanding of the full life cycle for asset information from multiple perspectives including (information systems and data, assets, asset systems and hierarchies, people and knowledge, business processes, and communication).
  • Advanced analytical, consultative and problem-solving skills with excellent interpersonal and multi-tasking skills.
  • Able to attend meetings outside normal work hours as required.
  • Excellent communication and time management skills.
  • Computer literacy utilizing the Microsoft Office Suite including advanced data management and excel skills and the ability to use and virtual meeting platforms.
  • Must have a valid class “G” Ontario Driver’s licence with a satisfactory driver’s abstract.
  • Must be legally authorized to work in Canada.
  • A satisfactory Criminal Record Check prior to starting employment.

Compensation: 

Wage: Band 5 – $75,766.60 to 94,712.80 per year (2026 rates) 

Benefits: Comprehensive benefits plan including enrolment in the OMERS pension plan.
