Manager, Plumbing Inspections-TS274

Summary of Duties:

Reporting to the Senior Manager, Building Services, the Manager, Plumbing Inspections provides leadership and strategic oversight of the plumbing inspection function within the Building Division. This position ensures code compliance for all plumbing-related components of building permit applications, supervises plumbing inspection staff, and takes appropriate action on unsafe buildings with due regard for public safety. The Manager, Plumbing Inspections works collaboratively with internal and external partners to uphold municipal by-laws, provincial regulations, and corporate standards related to plumbing systems.

Work Performed:

• Provide leadership in the coordination and delivery of plumbing inspections, code compliance for plumbing related components that contribute to the implementation of strategic initiatives for the Building Division to meet Council’s Strategic Plan.
• Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Act as an expert resource and leader, providing complex plumbing-related advice and consultation to staff, internal and external partners, and customers. Advise on interpretation of codes, technical guidelines, and best practices to promote consistent enforcement.
  • Develop and implement ongoing training to ensure plumbing inspectors remain current on legislative amendments, including the Ontario Building Code and Occupational Health and Safety Regulations. 
  • Review Orders issued by plumbing inspectors for accuracy and acceptability. Ensure timely follow-up on all Orders and complaints, verifying consistency with procedures and legislation.
  • Evaluate proprietary plumbing product information and provide opinions to the Senior Manager and Chief Building Official regarding suitability for use under the Building Code Act. Assists in determining the acceptance of alternate plumbing components or systems.
  • Attend Provincial Court as needed to provide evidence for prosecutions under the Ontario Building Code Act. 
  • Liaise with the Legal Services or Risk Management regarding claims involving the Building Division and ensure adequate preparation and documentation when legal action is required due to Building Code contraventions.
  • Exercise powers and perform duties under the Building Code Act and the Ontario Building Code in connection with reviewing plumbing plans, inspecting unsafe conditions, and issuing Orders when necessary to protect public safety.
  • Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act, ensuring all actions meet legal and ethical guidelines.
  • Perform random inspections to confirm that Ontario Building Code regulations are properly enforced by plumbing inspectors and that office policies and procedures are followed. Collaborate with Building Inspectors and other relevant divisions to ensure all requirements are met at job completion.
  • Ensure that all Plumbing Inspectors interact with the Code Compliance/Building Inspectors, Fire Prevention Office and the other Building Inspectors to ensure agreement that all the requirements have been met at job completion.

• Demonstrate commitment and adherence to health and safety legislation and programs; and actively promote a culture of safety with direct reports. 
• Provide updates, information and recommendations to the Senior Manager, Building Services on priorities with responsibility to operationalize identified goals and strategies. 
• Monitor and implement legislative changes, new policies, and procedures related to plumbing inspections. Update existing policies and procedures to ensure compliance with legal requirements. Advise the Senior Manager and Chief Building Official on any modifications needed to office policies and procedures. 
• Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement. 
• Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
• Encourage and support employee participation and commitment to individual, divisional, and organizational objectives.  Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
• Prepare reports for Council and various Committees as required related to unsafe building or other plumbing inspection-related matters. Provides technical guidance during Property Standards Committee hearings and other proceedings as required.  
• Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve the AMANDA permit tracking system and service delivery to ensure optimal accuracy of the corporate database and other related business practices. 
• Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics. 
• Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. 
• Provide input to the development of the annual operating budget for the Building Division.
• Represent the Service Area at Standing Committees and Council meetings as required.
• Prepare responses to inquiries from elected officials, media and the public as requested by the Senior Manager, Building Services. 
• Represent the Division on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.  
• Perform other related duties as assigned. 

Qualifications:

• Completion of a Secondary School Diploma/Certificate plus the completion of a valid interprovincial of Ontario Plumber Certificate of Qualification or completion of a three-year Engineering Technologist (Mechanical) Diploma with appropriate training in plumbing and drainage design theory and practice with a minimum of three years of experience relevant to plumbing inspection. 
• Five to seven years of experience as a plumbing inspector with extensive knowledge in plumbing and HVAC designs of buildings and Part 7 of the Ontario Building Code. 
• Supervisory experience, including leading a team of technical professionals or equivalent combination of education and related professional and lived community experience. 
• Member of the Ontario Building Officials Association. 

Provincial Qualifications:

• As per Division C-3.5 of the Ontario Building Code, must be qualified in the following categories: Plumbing – All Buildings, General Legal/Process, On-site Sewage Systems.
• Must have successfully passed the Ministry of Municipal Affairs examination on “General Legal Process.”
• Maintains qualifications as determined by the Ministry of Municipal Affairs.  
• Must possess a valid Class ‘G’ Driver’s License. 

Skills and Abilities:

• Demonstrated strong technical knowledge and experience with the Building Code, Municipal Act and the Provincial Offences Act and the ability to interpret various types of drawings, specifications, engineering reports and legal documents with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Building Division. 
• Knowledge of and ability to apply the Ontario Occupational Health and Safety Act and Regulations relevant to building construction.
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, AMANADA and related software and database applications.
   

Compensation & Other Information:

$100,395 to $131,441

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.

Work Arrangement: 4 days in the office and 1 day remote

These hours of work are subject to change in accordance to business requirements.
