Position Description:

  • Working independently, proactively investigate, enforce and process Parking by-law infractions in assigned areas, by vehicle and on foot
  • Maintain a good working knowledge of the Norfolk County Parking bylaw
  • Maintain a journal (notebook) of daily activities and charges using clear and concise handwriting and in a directed format.
  • Respond to public enquiries in a courteous manner with tact and diplomacy, within the scope of knowledge.
  • Gather, retain and be able to forward digital photographic evidence of Parking bylaw offences.
  • Appear in court as a witness as required.
  • Perform some administrative functions including ticket entry into a database and photocopying daily.
  • Assist regular Municipal Law Enforcement Officers with other Bylaw duties as required.

Requirements

Qualifications:

  • University or college student enrolled in Police Foundation program, Law and Security program, similar law enforcement or legal field.
  • Valid province of Ontario Class “G” license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
  • Must possess and exercise a high degree of accuracy in day-to-day activities, including consistently clear and legible handwriting skill when completing ticket and notebook entries.
  • Excellent organizational, time management, interpersonal, written and oral communication and problem-solving skills.
  • Ability to safely operate a County supplied vehicle for extended periods of time.
  • Computer skills including a good working knowledge of Microsoft Office and email, including document attachment.
  • Knowledge of Occupational Health and Safety Act.

Employment is conditional upon attendance at all training sessions, submission of required documentation/certification, adherence to the minimum age requirements and ability to meet the employment term.

At the time of application, must be enrolled in a post-secondary education institution or institution of higher learning.

Applicants must submit a criminal record check (dated within the last 3 months) from their local police service for approval prior to commencing employment.

Must be willing to work each weekend and all statutory holidays for the entire contract. Two days off per week to be taken on weekdays and scheduled in advance.

This position involves extensive outside work, occasionally in severe weather conditions in a vehicle and on foot for lengthy periods of time and without direct supervision.

Employees may experience occasional disagreeable behaviour from the public while investigating parking offences. Employees must be able to show restraint, courtesy, resilience and properly document any instance of conflict.

Rate: $19.36 per hour

Location: Norfolk County (includes the communities of Simcoe, Waterford, Delhi, Port Dover, Turkey Point and Long Point)

Hours: 35 hours, 5 days per week including weekends

Note: Must be willing to work all summer weekends and statutory holidays. Two days off per week to be taken on weekdays only and will be scheduled in advance.

Duration:

The duration of this contract will be approximately 4 months.  Applicants are expected to fulfill the entire contract period commencing April 29, 2026, until September 7, 2026.
