Manager, Housing and Land Development-TS276

Summary of Duties:

Reporting to the Manager, Housing Renewal and Development, the Manager, Housing and Land Development leads a team dedicated to supporting and creating new affordable housing development opportunities in the City of London. This includes overseeing all project phases of project management, collaborating with partners, managing procurement and budgets, ensuring projects meet community needs and regulatory requirements.

Work Performed:

• Provide leadership in the coordination and delivery of affordable housing development projects that contribute to the implementation of strategic initiatives for the Municipal Housing and Industrial Development Division to meet Council’s Strategic Plan.
• Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Oversee a team responsible for affordable housing development and construction projects, including procurement activities, housing development initiatives, research, partnership engagement, recommendations, invoice payments, and implementation.
  • Support site planning and due diligence for city-led and community housing renewal projects, address environmental conditions, site servicing, planning approvals, architectural concepts, alternative development options, and community impacts.
  • Oversee the project intake process including understanding project scope, order of operations, and associated timelines and budgets. 
  • Manage key documents and correspondence through all project phases to ensure progression.
  • Manage the team in ensuring that activities of consultants and contractors are in compliance with contractual obligations. 
  • Support the team in collaborating with project and community partners through leadership and relationship management skills, while balancing competing interests and priorities.
  • Manage and support the team in the development of procurement plans and activities to advance affordable housing planning projects. 
  • Support the development and implementation of process improvements for current and new processes related to housing planning projects.
  • Monitor and support the management of the overall housing project budget and ensure projects remain on track and within allocated budget. 
  • Direct technical staff, consultants and contractors in the planning, design, contract preparation, construction and maintenance of housing projects to resolve issues.
• Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment. 
• Demonstrate commitment and adherence to health and safety legislation and programs; and actively promote a culture of safety with direct reports.

• Provide strategic advice and recommendations, operational support and professional judgement on complex and contentious issues to the Manager, Housing Renewal and Development. 
• Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation. Develop and implement risk management strategies to ensure financial and reputational risks to the City are minimized.
• Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement. 
• Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
• Encourage and support employee participation and commitment to individual, divisional, and organizational objectives.  Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
• Prepare reports for Council and various Committees as required. 
• Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics. 
• Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. 
• Provide input to the development of the annual operating budget for the Municipal Housing and Industrial Development Division.
• Represent the Service Area at Standing Committees and Council meetings as required.
• Represent the City of London and Service Area in legal proceedings as required.
• Prepare responses to inquiries from elected officials, media and the public as requested by the Manager, Housing Renewal and Development.  
• Develop and maintain strong relationships and communications with community housing partners and other levels of government, developers, non-profit agencies, builders, consultants, and agencies to promote the development efforts of MHID, share best practices, build relationships, and recommend solutions as required.
• Perform related duties as assigned.

Skills and Abilities:

• Demonstrated knowledge and experience in relevant planning principles, methodologies, practices and research techniques related to the evaluation of business development opportunities with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division. 
• Demonstrated knowledge of legislation supporting housing development, including the Ontario Building Code, Planning Act, and construction industry standards.
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. 
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community and government officials; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, and related software and database applications. 
   

Qualifications:

• Completion of a University Degree in Architecture, Engineering Sciences, Planning or in a relevant area of study or equivalent combination of education and related professional and lived community experience.
• Certificate in Project Management is an asset.
• Five to seven years related experience in overseeing project delivery with a focus on affordable housing development and planning including management responsibilities.

Compensation & Other Information:

$102,710 - $134,727

This posting is for a permanent position being filled on a permanent full-time basis.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
