Summary of Duties

Reporting to the Manager, Core Area & Urban Regeneration, this position is responsible for the planning and delivery of municipally-led programs designed to promote active, well-maintained and secure environments in specified Core Area public spaces. These programs are delivered through designated City of London employees, and are aligned with priorities set in consultation with public, private, and not-for-profit stakeholders.

Work Performed

  • Provide leadership in the coordination and delivery of programs that contribute to the implementation of the Core Area Action Plan and other Plans as directed; identify immediate issues related to maintenance, cleanliness and safety; develop positive relationships with property owners, business owners, residents, and regular patrons of the Core Area to support and facilitate programming and public space activations in the Core Area.

  • Oversee the Core Area Program Teams who act as regular liaisons to cultivate courteous and constructive working relationships with Core Area property owners and occupants, business owners, residents, and visitors.

  • Supervise teams designated to implement Core Area Programs including hiring, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.

  • Build and encourage employee commitment to a high level of performance in all areas of customer service and delivery.

  • Collaborate and work with other Divisions and Service Areas to deliver on initiatives in Core Area Programs.

  • Demonstrate commitment to support, equity, inclusion and human rights through interactions with stakeholders, employees and individuals and promote programs and initiatives that reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety.

  • Track performance measures using appropriate data collection and analytics.

  • Support the development, implementation and annual review of municipal policies, procedures and standards related to public space activations.

  • Undertake regular inspections of Core Area program locations to report issues and arrange for repairs or additional maintenance as required; coordinate maintenance to ensure it considers effective business operations and does not conflict with other activities planned in Core Area program locations.

  • Oversee the operation of the Dundas “Field House”, the multi-functional indoor space dedicated to Dundas Place.

  • Coordinate and facilitate public space activations in the Core Area: liaise with  third-party users of specified municipally-owned public spaces and guide them through the applicable processes; maintain a calendar of scheduled activations; stay well-informed of activities to coordinate activations or to avoid conflicts; work with City staff and Business Improvement Associations in coordinating area-specific programs; and investigate and develop revenue-generating opportunities to off-set program expenditures.

  • Take a proactive approach to risk and emergency management for public space activations; work with City of London Police, Foot Patrol Officers, and other security personnel to create a safe and secure environment.

  • Contribute to the success of Core Area programs and activities: coordinate and facilitate road closures as required; manage and oversee the provision of equipment for public space activations; hire and supervise activation and animation providers; and contribute to City of London social media platforms, media releases, program branding initiatives, marketing and promotion of scheduled public space activations.

  • Participate as directed on City of London and partner organization Committees and Teams established to coordinate efforts aimed at achieving active, well-maintained and secure specified public spaces primarily located in London’s Core Area.

  • Respond to public and media enquiries in a professional and timely manner and consistent with communications plans and corporate communications protocols.

  • Develop and recommend budget and initiate actions to operate within fiscal plans. Monitor and report as required.

  • Manage contracts and engage and direct the services of consultants and contractors, ensuring delivery of services on time and within approved budget.


Qualifications/Experience


  • Completion of a post-secondary degree or diploma in facilities administration, community/economic development, business management or a related field; combined with a minimum of 5 years related experience or equivalent combination of education and related professional and lived community experience.

  • A minimum of three years of experience in project or event management or managing and implementing strategic initiatives is required.

Specialized Training & Licenses

Skills and abilities in the following areas are necessary:


  • Demonstrated knowledge and experience in the above identified areas of accountability with an understanding of the section’s programs and services.

  • Demonstrated success leading and supervising employees, contracted services and consultants.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to understand the importance of service delivery; develop and implement initiatives that support the section’s customers in a timely and effective way.

  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other stake holders.

  • Familiarity with various social media platforms, communications and marketing techniques.

  • Proficient in MS Office Suite (Word, Excel, Outlook); strong functional ability in the use of social media platforms.

  • Strong knowledge and skills in, public space planning and place management.

  • Strong verbal, written, interpersonal, communication, facilitation, and presentation skills; demonstrated political acumen; experience working with the media and/or media training is an asset.

  • Ability to work varied hours to meet requirements of the position.

Compensation and Other Information

$84,889 to $110,855


This position is being filled on a temporary basis for up to 2 years.
