MANAGER, INFORMATION TECHNOLOGY SERVICES

 

SUMMARY OF ACCOUNTABILITIES:

Reports to the Director, Information Technology Services. The Manager, Information Technology Services, is a management position that manages and controls areas such as application development, enterprise application services, systems administration and infrastructure development. The incumbent ensures a high performing, secure and available computing environment that is efficient and effective,  providing improved client experience and related investments in people, planning and processes. The Manager is accountable for building and leading a high performance, customer-focused  team.  The Manager provides ITS Services leadership in the Director’s absence.

The position models leadership behaviours and actions consistent with London Public Library’s Purpose, Values and Service Excellence Model.

 

SPECIFIC DUTIES:

 

Leadership & Administration

  • Works with Director, Information Technology Services (Director, IT) to bring the London Public Library (LPL) Purpose, Values, Mission, Services Excellence Model and Strategic Plan to life.
  • Supports the Director, IT and Senior Management in shaping the Library’s strategic directions to respond to current and future opportunities and challenges.
  • Facilitates and supports accurate and timely two-way communication amongst all departments and as required key external stakeholders.
  • Builds collaborative and productive working relationships across the Library organization.
  • Models behaviors that demonstrate commitment to the Library’s Purpose and Values.
  • Attends, prepares and presents reports or participates in Library Board or City of London meetings, as required.

 

Strategic Plan Initiatives - Project Management

  • Under the direction of the Director, IT works to collaboratively identify and implement LPL Strategic Plan annual project priorities.
  • Acts as Project Sponsor or Manager on identified Strategic Initiative Projects.
  • As project sponsor or manager, spearheads creation of the project plan, execution of plan, collaborates and communicates with key stakeholders, and reviews of outcomes and results.
  • Participates on LPL cross-functional project teams to lend skills, competence and knowledge. Supports Directors, Managers and Supervisors by providing technical knowledges and guidance.

 

Information Technology Management 

  • Under the direction of the Director, IT participates in business case development and project management where technology will enhance efficiency and effectiveness in operations and service delivery.
  • Develops, maintains and promotes practices of continuous improvement and innovation within the IT team. Identifies and evaluates opportunities and makes recommendations for the Library and IT as organizational needs change and transform.
  • Maintains and continually enhances the integrated library system, integrating future-forward technologies and features that are reliable, relevant, flexible, and user-friendly. Identifies advantageous projects and the delivery of business cases where technology will enhance efficiency and effectiveness in public service delivery.
  • Works with the Director, IT in applications and infrastructure architecture planning.
  • Liaises with partners, vendors, municipalities, various levels of government, private corporations, and other organizations to identify and capitalize on opportunities and issue resolution to the benefit of the Library.
  • Ensures that all necessary risk assessments and risk assessment processes are carried out at the appropriate time including, but not limited to: architecture, governance, security threat risk assessment and operational.
  • Works with the Director, IT on the administration and management of contracts and service level agreements, Requests for Proposal/Leases and agreements for related acquisitions.
  • Assists with the evaluation and recommendation of software and other associated technology as required.
  • Participates in projects and performs related duties as assigned.
     
    Construction / Capital Projects
     
  • Participates in planning relating to specific capital projects such as Central Library and branch library construction and refurbishment.
  • Participates in LPL Technical Teams. Provides input to the preparation of IT related construction specifications. Liaises with architects, contractors, project managers, and consultants during construction projects regarding IT related matters.
     
    Infrastructure, Security and Client Service Delivery
     
  • Manages and directs the day-to-day operations of the Library’s technology systems and infrastructure.
  • Works with the Director, IT in the development and execution of policies and procedures for the integration and security of information and communication.  Manages, plans and supports LPL’s data center, storage, physical servers, virtual servers, cloud services and the Disaster Recovery site.
     
    Team Leadership
     
  • Collaborates with the Director, IT in directing the work flow of the IT Department to achieve quality outcomes and operational excellence, delivered by competent, empowered, high-performing employees.
  • Supervises employees by directing the work, setting goals and objectives and overseeing the quality and standard of work performed by direct reports.
  • Creates a team environment which fosters and develops high performance and effective working relationships.  Acts as a change agent to positively encourage others and manage change
  • Builds support for the Library’s Purpose, Strategic Plan and departmental goals/objectives by communicating expectations and rationale and by monitoring and measuring work and outcomes.  Looks for daily opportunities to highlight the connection between overall strategy and day-to-day operational activities.
  • Continually looks for opportunities to improve and maximize the efficiency and effectiveness of the Information Technology Department and make recommendations to Director.
  • Ensures that all employees are trained and developed to ensure that employee skills and knowledge are updated and current by
  • Working in collaboration with the Director, Information Technology Services and Manager, Training & Development to ensure that there is a training model in place for the department and that all employees participate in training;
  • Providing additional training as needed; recommending external training and workshops as necessary encouraging and supporting employees in learning and using new techniques and software; and
  • Assisting in cross-training of employees for vacation/sick time relief, and workflow efficiencies, also providing additional/supplementary coverage where necessary.
  • Manages and supports employee performance and development by:
  • Providing consistent communication, feedback, coaching and empowerment;
  • Working with staff to address/resolve performance issues; and
  • With the Director of Information Technology, documents performance and conducts performance appraisals.
  • Supports a team environment which fosters and develops effective working relationships and high performance. Acts as a change agent to positively motivate others and manage change.
  • Promotes employee health and safety.
  • Celebrates department by taking opportunities to express positive expectations and feedback on an individual basis and through team celebrations; share successes with other parts of the organization as appropriate.
  • In the absence of the Director, provides oversight of all functions and actions within ITS.
     
    Human Resources Management
     
  • Hires, promotes and transfers staff; disciplines, demotes and discharges staff.
  • Collaborates in the system-wide application of the institution's employee relations policies; ensures that such policies are applied.
  • Participates in joint union-management committees as assigned by CEO and Director, IT.
  • Keeps current on the provisions and interpretations of Library Board policy and the Collective Agreement and ensures that they are properly applied.
  • Performs the duties required of a supervisor under the Occupational Health and Safety Act and Regulations.
     
    Performs other related duties as assigned.
     

Qualifications

 

Bachelor’s degree in Computer Sciences or in a related field plus five years of enterprise application experience is required.

Proven track record in the areas of operations management, service excellence.

Superior written and oral communication skills.           

Proven track record of implementing continuous improvement.

Ability to interact effectively with all levels of employees, vendors and the general public.

Demonstrated experience in procurement, negotiation, vendor management.

A self-starter who incorporates creativity and innovation into job performance.

Information and Technology and Project Management focused certifications are an asset; examples include, but are not limited to:

  

PMP               - Project Management Professional
MCSA             - Microsoft Certified Solutions Associate
MCSE             - Microsoft Certified Solutions Expert
CISSP            - Certified Information Systems Security Professional
MCTS             - Microsoft Certified Technology Specialist

CCNA            - Cisco Certified Network Associate
MCITP            - Microsoft Certified IT Professional

 

Valid driver’s license.

Experience in a unionized environment is an asset.

Ability to work evenings and weekends is expected. The incumbent is also on call and has to be available in non-working hours in the case of emergencies.

Salary to commensurate with education and experience.

This is an Excluded position from the Bargaining unit.
