Job Description

Basic Function:

Working as part of a team within the Recreation Department, the Recreation Coordinator, Community Programs will be responsible for the development, coordination, implementation, and facilitation of various recreational and inclusion programming, for all ages and abilities, within municipal recreational, community and aquatics programs and special events delivered by, or in partnership with Norfolk County.

Please note that daytime, evening and weekend shifts will be required.

Position Description:

  • Research and develop short- and long-range plans and programming, with input from the Supervisor, which meet the needs and interests of children, youth, adults and seniors leisure activities within the community.
  • Plan, develop, and implement inclusive recreational programming, leisure activities and special events, to promote physical, social, mental and overall wellness for individuals of all ages and abilities ensuring recreational opportunities are accessible and inclusive, maintain innovation and creativity based on current trends and demographics in order to meet the needs of the community members.
  • Plan, organize, provide, and implement the Day Camp Program, and manage, oversee, evaluate, and improve the day-to-day operations of the Day Camp Programs with input from the Supervisor.
  • Participate in summer student and volunteer recruitment; provide direction to summer students and volunteers in accordance with departmental and corporate policies; and provide feedback for summer staff and volunteer evaluations.
  • Implement and schedule planned programs, through communication, facilitation and supervision of the activities, workshops and events; assist students with leading the activities, set up and tear down of activities.
  • Identify gaps/barriers affecting individuals with disabilities and seniors in Norfolk County and community-based programming. 
  • Develop student and volunteer schedules for applicable programs; input student timesheets into electronic system when required; assist the Supervisor in the supervision of the Recreation Programmers, students, and volunteers; and assist with guidance and training of staff and volunteers including the incorporation of policies, procedures and best practices of High Five and the operation of the County’s two Seniors Active Living Centres (SALCs).
  • Assist the Supervisor with ensuring all certifications and training are completed for the applicable program. Assist with researching and recommending additional training, encouraging growth and development of staff and volunteers.
  • Maintains positive, constructive relationships with staff, volunteers, and third-party service providers with the goal of meeting participant needs.
  • Design, implement and monitor all day camp training, ensuring compliance with the Childcare Act, Parks and Recreation Ontario, and Ontario Camp Association; including facilitating High Five PHCD training sessions to staff and administer Quest evaluations.
  • Provide theoretical and practical knowledge of various disabilities, behavior management and intervention techniques and risk management.
  • Coordinates applicant assessments (All About Me Forms) and assesses individual needs of participants in order to coordinate appropriate placements of participants to meet identified needs (i.e.: 1:1; small group; minimal support in large group etc.).
  • Ensure professional liaison and effective communication with individuals, community organizations/group, community services agencies, other County departments and work with Community Partners to identify and evaluate programs and activities which meet the needs of the community and addresses gaps in service.
  • Serves as a liaison with parents/guardians of participants, reinforcing Norfolk County’s customer service, diversity and inclusion (special needs, ethno-cultural, English as a second language, socio-economic)
  • Provide behavioral management and physical assistance to individuals with physical, developmental, medical and cognitive disabilities and provide assistance and supervision to program participants with various disabilities within municipal recreation programs.
  • Monitor and assist participants as required by providing applicable strategies and accommodations appropriate to the program environment (recreational and aquatics programs and in-water supervision may be required)
  • Prioritizes child well-being, safety and protection throughout programs. Evaluates situations for potential risks to the safety, protection and well-being of participants and staff, proactively taking mitigating actions to address such risks.
  • Act as a resource and provide leadership within the Recreation Department to ensure proper support to all individuals, including those with disabilities and seniors.
  • Respond to inquiries from the community for special accommodations that relate to recreation programs/services.
  • Promote inclusion services in the community by assisting in the promotion and marketing of programs for seniors and individuals with disabilities including the InNorfolk guide, in-service presentations, information fairs etc.
  • Adhere to departmental marketing plan and deadlines for program/event promotion.
  • Maintain accurate current records required for the program operations; prepare comprehensive statistical reports and provide verbal and written reports to conclude programs and events in a professional and timely manner.
  • Evaluate and purchase equipment/supplies needed for programs
  • Ensures Accessibility for Ontarians with Disabilities Act (AODA) requirements with respect to recreation services are implemented, as directed.
  • Communicate and share pertinent information and feedback regarding participants’ involvement with the Supervisor, Director, other County staff (where applicable), participants, third party organizations.
  • Adhere to high standards of ethical behaviour, maintain confidentiality of parents/caregivers, children and community agencies involved in care; and demonstrate their understanding that their personal actions impact the public’s perception of the County.
  • Liaise with the Simcoe Senior Centre and Delhi Senior Centre Boards as well as other community organizations, including, but not limited to Children’s Aid, Haldimand-Norfolk R.E.A.C.H., Brant-Haldimand-Norfolk District Senior Games and OACAO.
  • Develop operating policies and guidelines for programs and services which identifies behaviour management expectations, staff expectations, Volunteer intake procedures and the like.
  • Participate in the coordination of Youth Friendly and/or Age Friendly Community Initiatives and seek other opportunities for program development/accreditation from professional recreation organizations; participate in the organization of Youth Council and/or Seniors Council if required.
  • Facilitate registration and provide on- site coordination during events.
  • Demonstrates the confidence and ability to make decisions in the best interests of the participant. Resolves problems and conflicts effectively as they arise using proven mediation and advocacy skills to facilitate successful means of accommodation, satisfying all parties.
  • Demonstrates sensitivity to and appreciation of special needs and diversity.
  • Reports all incidents promptly and thoroughly using incident/accident report forms and processes.
  • Prepare reports to conclude programs and events in a professional and timely manner.
  • Attend meetings, events and participates in training sessions as required.
  • Follows Norfolk County policies and procedures in program activities.
  • Assist with ongoing programs or Departmental projects as required.
  • Manage workload in an efficient and timely manner.
  • Additional duties as assigned by the Supervisor


Knowledge and Experience:

  • Minimum two-year Community College diploma in Recreation and Leisure Studies, Physical Education, Early Childhood Education, Disability Studies, or related field.
  • Over two up to and including three years’ experience in the same or related field, or an equivalent combination of education, training and experience.
  • Experience in a coordination role involving direct recreation programming for persons of all ages and abilities.
  • Standard First Aid and CPR C certification (current or willing to obtain)
  • Municipal programming experience is considered an asset.
  • HIGH FIVE – Principles of Healthy Child Development/ Principles of Healthy Aging training - current or willing to obtain.
  • High Five Trainer/Facilitator and Certified in Quest 1 and 2 current or willing to obtain.
  • Current Can Fit Pro or Ontario Fitness Council Certification considered an asset.
  • Canadian Centre for Activity and Aging Certifications considered an asset
  • Experience working with individuals with disabilities and seniors considered an asset.
  • Behavior Management Systems and/or Non-Violent Crisis Intervention trainings are considered an asset.
  • NL and/or Bronze Cross considered an asset.
  • Knowledge of Youth Friendly and Age Friendly Community Programs an asset
  • Valid Ontario G driver’s license and access to a reliable vehicle

Skills and Abilities:

  • Teaching/training skills to motivate and achieve success of staff and volunteers in a fast paced, service-oriented environment.
  • Ability to prepare/adapt program plans and activities in a recreational program setting.
  • Intermediate Computer Skills including expertise in corporate standard software (Microsoft Office) to data search and entry and to create and modify word processed documents; and experience with department specific software, i.e. XPLOR Recreation Management Software.
  • Verbal communication skills including courtesy, tact, discretion, explanation, and judgement.
  • Written communication skills including grammar, spelling skills for proofreading, editing, and writing of reports and presentations.
  • Excellent customer service and time management skills
  • Knowledge of programs offered by Norfolk County
  • Interpersonal and team building skills with demonstrated ability to work in a team environment, accept and follow verbal and written instructions, complete duties to an acceptable level of quantity and quality with minimal supervision and follow all of Norfolk County Health and Safety Policies and Procedures
  • Demonstrate a considerable knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), S.O. 2005, Human Rights Code R.S.O. 1990; Sabrina’s Law S.O. 2005; Rowan’s Law 2018, Childcare and Early Years Act, S.O. 2014; Occupier’s Liability Act, R.S.O. 1990; Community Recreation Centres Act, R.S.O. 1990; Seniors Active Living Centres Act, S.O. 2017, and Parks and Recreation Ontario Best Practices.
  • Must be motivated, hard-working individual able to work outside in all weather (hot, dusty, cold and wet).
