Summary of Duties

Reporting to the Manager, Rewards & Recognition this position is responsible for leading and administering job analysis and position review activities for union and non-union positions; providing analysis and consultation on job evaluation, position reviews, job description content, Job Evaluation Questionnaires and related information. Provides expert knowledge and support for pay equity to include detailed analysis and maintenance of programs. Ensures consistency and compliance to policy, procedure and practices related to job analysis and pay equity.   As part of the Rewards and Recognition team assists in organizational design analysis and recommendations, and special projects.

Work Performed

  • Identifies and recommends policies, procedures and practices that support divisional objectives and contribute to the implementation of strategic initiatives for the People Services Division.

  • Leads or supports the organization through the following areas of accountability as a subject matter expert:

Job Evaluation/Position Reviews:

 
  • Provides recommendations, advice and support to Managers organization-wide regarding the development of positions and job evaluation processes for unionized and non-unionized roles.

  • Completes job analysis reviews and schedules and attends meetings to review new or revised positions.

  • Key resource for job description development.

  • Supports managers in documentation for the JE committee for new or revised union and non-union positions.

  • Meets with and conducts individual interviews with internal parties, analyzes information, providing summary of results and makes recommendations regarding positioning within salary structure, and appropriate title and salary range.

  • Implements, maintains, administers, coordinates and assists with development of job evaluation systems and processes to ensure corporate consistency for jobs.

  • Conducts complex research, interpretation, analysis and makes recommendations in the area of job analysis.

  • Prepare complex and specialized documentation, reports and statistical analysis/methodologies.

Organizational Design:

 
  • Participates in confidential and sensitive re-organizations by coordinating relevant data including assisting with the development of new/revised organizational charts, organizational research, and job titling.

  • Conducts complex research, interpretation, analysis and makes recommendations in the area of organizational design.

  • Develops, receives, updates and maintains organizational charts for the Corporation.

  • Conducts Job Evaluation audits with human resources consultants to validate results for union and non-union positions.

Pay Equity:

 
  • Prepares specialized documentation, statistics, analysis and information for the purpose of pay equity compliance.

  • Develops complex excel models to conduct analysis incorporating advanced formulas, graphs, and look up tables.

  • Monitors pay equity legislation and internal policies to ensure compliance with applicable laws and regulations.

  • Assist department with pay equity costing analysis.

  • Prepares statistical reports.

Liaison, Communication and Customer Service Activities:

 
  • Actively develops working partnerships with City staff and external municipal counterparts.

  • Ensures that services provided meets the customer service standards.

  • Participates in roll out of new programs, processes, and procedures, as required.

  • Participates on committees, work groups, task forces and special projects, as assigned.

  • Manages information in accordance with legislation and corporate standards.

Corporate Employee Recognition Programs and Activities:

 
  • As a member of the Rewards and Recognition Team, assists in the administration of Corporate Employee Recognition Programs for City employees.

  • Support the development of processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.

  • Gather, assemble, analyze and present information from various sources in order to identify, plan and implement actions to achieve various project or divisional objectives.

  • Develop and execute strategies for communicating information and facilitating discussions; Provide rationale for decisions, recommendations or courses of action required to resolve an issue.

  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.

  • Develops survey instruments, conducts surveys and general information requests, compiles results and provides analysis and reports to assist with job evaluations, job market studies and other specified and/or pre-defined information needs.

  • Trains and coaches Service Area leads to develop capacity in job analysis and job evaluation concepts.

  • Participates in various municipal and external surveys.

  • Completion of final reports and supporting documentation upon approvals.

Qualifications/Experience

  • University Degree in Business Administration, Economics, Human Resources Administration, or related areas of study or equivalent combination of education and related professional and lived community experience.

  • Five to seven years’ experience in the human resources or related field.

  • Previous experience in the area of organizational design, pay equity and job analysis.

Skills and abilities in the following areas are necessary:

 
  • Demonstrated knowledge and experience in the above identified areas of accountability with an understanding of the Unit’s programs and services.

  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving.

  • Demonstrated ability to be an effective team member and contribute to programs and services provided by the team.

  • Highly effective verbal and written communication skills, with emphasis on presenting findings, preparing briefing material, and providing recommendations.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Ability to understand the importance of service delivery; contribute to the implementation of initiatives that support the section’s customers in a timely and effective way.

  • Strong organizational skills including but not limited to planning, prioritizing, time management and the ability to multi-task.

  • Knowledge and demonstrated skills in the areas of effective project/ change management, performance measurement, policy development, business case development, strategic and business planning.

  • Computer literacy in Microsoft Office, and related software and database applications, with proficiency in Microsoft Excel, Word and online research methodologies.

Compensation and Other Information

$84,889 to $110,855

 

This position is being filled on a temporary basis for up to 2 years.
