Summary of Duties

Reporting to the Manager, Operator Supports ensures the accurate and timely provision of child care and early years financial information and analysis.  Responsible for providing a variety of tasks including financial and statistical analysis, benchmarking, performance monitoring and forecasting. Assists with the preparation of the Division budget estimates, Provincial budget requests, monitoring and control of expenditures and funding claims. Provides various financial and statistical reports and technical accounting support for internal and external customers with quality customer service.

Work Performed

Analyzes, reconciles the funding and evaluates contracted child care and early years operators’ financial position and operational effectiveness by reviewing funding and contractual submissions, audited financial statements and other financial information/reports in accordance with Child Care and Early Years policies and procedures and legislated requirements.

 

Provides a comprehensive audit review to ensure the appropriate use of funding and compliance with program requirements; analyzes expenditure and revenue trends; identifies potential problems, and irregularities.  Presents findings and recommendations to the Manager, Operator Supports.  Provides the funding letter with the approved funding and any reconciliations; including recommendations and requirements of corrective action to be taken by the Child Care and Early Years operator to meet local policies and legislated requirements. 

 

Reviews and recommends Child Care and Early Years operators annual funding estimations/applications s and other funding requests to ensure compliance with Provincial legislation, regulations, local policies and internal practices.  Performs accounting, analysis, research, and reconciliation related to Child Care and Early Years’ operators operating and capital budget development, monitoring and financial processes and advises Manager, Operator Supports of any problems or potential problems and recommends course of action.

 

In conjunction with the Manager, Operator Supports, Manager, System Operations ), conducts planned operational reviews and other special assignment audits of child care and early years providers. Evaluates and recommends improvements to operating and internal controls of the Child Care Providers to ensure financial integrity and program and legislative compliance. Identifies issues and problems or potential problems of a financial nature and develops options and recommendations to resolve these concerns.  Assists with the implementation of approved risk management strategies.

 

Reviews and recommends Child Care rates annually to ensure access to licensed child care, financial viability and continuing success of contracted child care and EarlyON providers..

 

Provides guidance and instruction to   Administrative Assistant, Child Care and Early Year to maintain the accuracy and quality of work provided.  

 

Assists with the preparation and development of the Child Care and Early Year’s annual budget. 

 

Assists with the preparation of financial reports for applicable programs to Committee and Council as required.

Assists with the development of Child Care and Early Years administrative and financial policies and procedures including the development, control and maintenance of new financial management reports, forms, worksheets, statistics and forecasts to provide the necessary information and tools to ensure the efficient and effective operation of the Division.

 

Ensures that services provided meet City of London customer service standards by providing quality customer service by telephone, electronic mail and in person, responding to financial related inquiries and complaints with respect to Child Care and Early Year funding and reconciliation.

 

Deals with processing financial problems and issues raised by Child Care and Early Years Operators, Auditors, and other child care and early years stakeholders. 

 

Provides financial assistance and advice to Child Care and Early Years Operators, their auditors and management in regards to the required, audited financial statements and annual reports.

 

Acts as a backup to the Admin Assistant, and Data Reporting Analyst in their absence within the provisions of the applicable collective agreement.

 

Performs other duties as assigned, in accordance with Department and Division objectives.

Qualifications/Experience

Minimum three-year college diploma in accounting, OR a degree with completion of modules 1, 2, 3, 4, 5.1, 5.2, 6, 11, and 12 of the CPA PREP program or equivalent.

 

Two years related experience in a general accounting field and in developing spreadsheet and/or database applications for financial analysis and reporting.

Specialized Training & Licenses

Skills and abilities in the following areas are necessary:

 

Knowledge of general accounting practices and procedures in a computerized accounting environment.

 

Mathematical aptitude and analytical skills applicable to various financial and accounting functions.
Good knowledge of general office procedures including records management.

 

Computer literacy in a Windows environment utilizing Microsoft Office applications, word processing, spreadsheet and database software with intermediate proficiency in spreadsheet applications.

 

Familiarity with related City of London programs, policies and procedures governing accounts payable and receivable.

 

Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.

 

Ability to work outside normal business hours as required on occasion.

Compensation and Other Information

$49,169 - $70,176 (Level 11)

 

Other Information:
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.

 

This posting is for 1 (one) full-time position on a temporary basis up to 2 years.
