Summary of Duties
Reporting to the Manager, Community Plans & Initiatives, the Specialist II, Municipal Policy (Community Initiatives) leads the development and implementation of strategic Corporate and community driven policy and program initiatives; provides policy-related development, guidance and advice within the Corporation and community; assists with special projects and supports community partners in the achievement of strategic and operational objectives.
Work Performed
- Identifies and recommends policies, procedures and practices that support divisional objectives that contribute to the implementation of strategic initiatives for the Community Development and Grants Division to meet the Council’s Strategic Plan.
- Responsible for the development of strategic planning documents, implementation plans and reports on related policies, programs and projects.
- Directs staff in the undertaking of policy review, program evaluation, research and project design initiatives for the Division and recommends program amendments where appropriate.
- Consults with stakeholders regarding policy review, program evaluation, research and consultation to accomplish the strategic directions, programs and projects, and with respect to provincial and federal legislation and policy direction that impacts the work of the Service Area.
- Provides input on program objectives, federal, provincial and municipal policy implications, and evaluation methodologies.
- Ensures awareness and understanding of policy matters as they relate to service area operations.
- Leads the development and implementation of large-scale community plans, which may include programs such as Age Friendly London, Child and Youth Network, Community Safety & Well-Being Plan, London Strengthening Neighbourhood Strategies, and Subsidized Transit.
- Researches, develops, recommends and implements solutions to achieve short, medium and long-term business plans and service objectives. Proactively seeks out innovative solutions to problems and issues.
- Assists with the development and recommendation of strategies to handle issues and influence the outcome of developments or initiatives and assists with the implementation of approved strategies.
- Manages complex, multi-disciplinary projects from planning and execution to completion. Manages multiple projects and initiatives simultaneously.
- Manages functions to support initiatives, including the development of implementation strategies and evaluation frameworks, the collection and synthesis of background research and information, the analysis of legislative impacts, the development of complex policy documents, implementation plans and written reports on related policies, programs and projects.
- Provides interpretation of the impact of developments and trends and assesses the response/position of stakeholders.
- Gathers, assembles, analyzes and presents information from various sources in order to identify, plan and implement actions to achieve various project or divisional objectives.
- Maintains strong internal and external stakeholder relationships. Facilitates and/or supports various internal and external committees and participates in community group meetings.
- Engages in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.
- Communicates in multiple formats to a variety of audiences on program and policy issues and responds effectively to concerns and inquiries in a variety of settings.
- Prepares committee reports, briefing notes, and other related documents to support the operation and special projects undertaken by NCWS.
- Assists in the preparation and implementation of guidelines, job aids and training.
- Acts as a resource to various committees and liaises with various Service Areas on policy related matters.
- Establishes and maintains relations with counterparts in Federal, Provincial, and Municipal governments and related municipal associations.
- Performs related duties as assigned.
Qualifications/Experience
- Undergraduate degree in the Social Sciences, Political Science or Public Administration or other related disciplines which involve research and report writing; or equivalent combination of education and related professional and lived community experience.
- Five years of related experience in a relevant social services sector, or an equivalent combination of education and experience.
- Project Planning certification is an asset.
- Languages other than English an asset.
Specialized Training & Licenses
- Demonstrated knowledge and experience in the above identified areas of accountability with an understanding of the NCWS’s programs and services.
- Proven project leadership abilities, demonstrating capacity to support services in a dynamic work environment.
- Demonstrated knowledge of and experience in policy development, including the ability to plan and lead policy-related assignments and projects.
- Sound knowledge of community development principles, strategic community based project management, and multi-tasking skills.
- Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving.
- Demonstrated ability to be an effective team member and contribute to programs and services provided by the team.
- Highly effective verbal and written communication skills, with emphasis on presenting findings, preparing briefing material, and providing recommendations.
- Demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other stake holders.
- Ability to provide a high level of attention to detail, make sense of data and solve problems.
- Ability to understand the importance of service delivery; contribute to the implementation of initiatives that support the section’s customers in a timely and effective way.
- Strong organizational skills including but not limited to planning, prioritizing, time management and the ability to multi-task.
- Knowledge and demonstrated skills in the areas of effective project/ change management, performance measurement, policy development, business case development, strategic and business planning.
- Computer literacy in Microsoft Office, and related software and database applications and ability to learn new software required. Proficiency of SPSS, NVivo and ESRI an asset.
- Demonstrated organizational, prioritization, analytical and research skills.
- The position requires the ability to attend occasional meetings outside normal working hours and ability to travel to offsite for meetings as required and occasional trips out of town for meetings or conferences.
Compensation and Other Information
$80,845 to $109,487
This is a permanent position being filled on a temporary basis for up to 2 years.
