Job Description

Dowler-Karn is looking to fill a full-time position based at its St Thomas Head Office location and serving a multi-branch regional operation. This position is responsible for planning, establishing, implementing, and maintaining a variety of health, safety, and environmental programs in addition to ensuring adherence to regulatory, contractor and supplier compliance requirements. The successful candidate will be a self-starting leader who enjoys the challenges of daily involvement with an industry leader.
Reporting to the Chief Financial Officer, the successful candidate will be responsible for the following important tasks:
  • Lead the activities and responsibilities of the Joint Health and Safety Committee, working closely with reps and Management. 
  • Develop, enforce and maintain corporate safety policies and standards and act as the subject matter expert
  • Assist Managers and Customers with interactions with the TSSA, including internal/ external Risk and Safety Mgmt plans and annual facility/ vehicle licensing requirements.
  • Administer Customer requirements of 3rd party safety organizations (Browz, ISNetworld, PICS).
  • Lead company efforts in promoting safety and participation in groups such as the WSIB Safety Group.
  • Conduct branch and process audits and inspection audits and assist in ensuring workplace inspections are completed and issues acted upon.
  • Coordinate Distributor Product Integrity Management system. 
  • Plan and deliver new hire safety training, specialized process training, and health and safety standardized training such as WHMIS, TDG, Fall Protection, etc.. 
  • Supply management of personal protective equipment. 
  • Review and assist in health and safety reporting, accident investigations, and near miss reports.
  • Track and document employee training, maintain safety files, certifications and licenses.
  • Support and assist with customer and regulatory audits.
  • Ensure that federal, provincial and local laws, regulations, rules and codes are observed.
  • Coordinate and maintain environmental and emergency response plans, procedure and policies.
  • Identify and evaluate hazardous conditions and practices in the workplace, conduct and coordinate on-site inspections to audit physical conditions and safe work practices. Provide advice and counseling for all compliance regulations.
  • Compile, analyze, interpret, and report accidents. Review property and injury reports. Responsible for the overall administration of workers compensation program. Support Human Resources in administering the RTW program and any follow up specific to WSIB.
  • Monitor, revise, and implement ongoing updates in safety regulations, laws or reporting requirements.
  • Purchasing of all safety supplies, products or training items required.
  • Other duties as assigned.
 
Qualifications:
  • College Diploma or equivalent work experience with a minimum 3 to 5 years’ experience in a Health and Safety role.
  • Experience in the transportation and/or fuels industry is strongly preferred.
  • Excellent verbal and written communication skills with strong training capabilities; program development and facilitation.
  • Excellent time management and prioritization skills.
  • Understanding of Transport Canada and  TSSA regulations is strongly preferred.
  • Must be able to work in a fast paced, multi-tasking environment in addition to being self-motivated with ability to work with limited direction in a team or independently.
  • Excellent interpersonal skills with the ability to relate well with others and create effective customer-focused relationships at all levels, including well rounded coaching, motivational and adult education skills.
  • Ability to read, interpret, and communicate policies, programs and regulations.
  • Possess a high level of technical expertise, ability to apply skills to continuous process improvement while maintaining maximum levels of safety.
  • An above average comfort level with computers is necessary as is experience with MS Office functions.
