Job Description
Basic Function:
The Supervisor, Aquatic Services is responsible for the daily operation of all municipal aquatic facilities and aquatic programming within Norfolk County. This specifically includes supervision and scheduling of all aquatic staff, operational planning, and development of meaningful aquatic programming, ensuring facility safety and compliance with Norfolk County policies, Ontario Public Pool Regulations, and standards from governing bodies such as the Lifesaving Society. This position works in collaboration with the Supervisor, Recreation Services, for the development and implementation of recreation programs.
Position Description:
- Supervise Aquatics staff including scheduling, training, performance evaluations, safety, discipline, authorizing payroll date and overtime requirements, and resolving staffing concerns
- Supervise and develop inclusive aquatic programs that serve the community including preschool, youth, adults and seniors
- Lead the annual and seasonal program planning, day-to-day operations and emergency/critical situations for indoor and outdoor aquatic facilities
- Assess permanent and student staffing needs, participate in the recruitment process, and prepare recommendations concerning selection of staff
- Effectively manage and safeguard the financial and material assets of the department. Source and purchase goods and services as required in accordance with Norfolk County’s Purchasing By-law. Administer purchasing process through established policies and procedures
- Liaise with user groups and community organizations and the Parks, Recreation and Culture Management team
- Assist the Director, Parks, Recreation and Culture and Manager, Recreation and Culture Programming with the implementation of the annual operating budget for pool administration and programming
- Collaborate with the Manager, Recreation and Culture Programming and Supervisor, Recreation Services in the development of marketing, promotion and communication strategies for recreation services
- Review program fees, admission rates and rental rates making recommendations for any necessary adjustments to the user fee bylaw, annually
- Submit quarterly reports including program attendance, registration summaries, membership statistics, and program operating cost projections including revenue vs. expenditures
- Responsible for resolving customer complaints and concerns related to aquatic programs
- Develop, implement, and review annually Aquatic Standard Operation Procedures (SOPs) to meet government regulations and adhere to the corporation’s goals and objectives
- Ensure timely completion and management of aquatic staff scheduling in the When I Work app, and complete bi-weekly timesheet approval using in-house payroll system
- Regularly evaluate and implement strategies to strengthen and grow the aquatic program portfolio; working collaboratively with the Supervisor, Recreation Services on joint programming opportunities
- Active supervision, instruction, evaluation and coaching in the program areas of aquatics
- Competently administer emergency procedures for the facility; lead staff in the management of a major emergency including evacuation of the facility if required
- Conduct regular customer service satisfaction surveys
- Review and evaluate aquatic services, staff evaluations, customer satisfaction and engagement activities
- Analyze and assess aquatic program requirements by the identification of trends, demographics and new techniques to determine the needs of the community
- Maximize the use of aquatics facilities through cooperative program initiatives, partnership arrangements, community resources and special events. Investigate the feasibility and development of new program initiatives
- Implement, evaluate and monitor policies, operating procedures, and work plans that support the delivery of effective aquatic recreation programs
- Liaise and represent Norfolk County while working with the Lifesaving Society, stakeholders, suppliers, schools, contractors and the general community
- Respond to emergencies, inquiries and complaints and ensure a positive relationship between the public, outside agencies and internal staff
- Oversee and ensure the safe and efficient operation of the indoor and outdoor aquatic facilities, through knowledge of pool regulations, consultation and reporting to Public Health
- Develop, submit, monitor, and report on local, provincial and federal grant applications and partnerships that support the work of the aquatic team
- Work schedule is mainly weekdays; however, it will require occasional evening and weekend hours
- On-call after hours for staffing issues and complications for all aquatic facility/staffing concerns; including shared on-call supervisory duty weekends with Supervisor, Recreation Services
- Other duties as assigned
Requirements
Knowledge and Experience:
- Post Secondary education in Recreation or related field
- Two (2) years’ current related experience in the operation and administration of public aquatic programs or equivalent, including at least one year of supervisory experience in a unionized environment
- Current National Lifeguard, Lifesaving Instructor and Swim Instructor certifications
- Current Standard First Aid/CPR-C certification
- Completion of Lifesaving Society’s Aquatic Supervisor Training
- High Five Principles of Healthy Childhood Development (PHCD)
- Examiner Status for National Lifeguard, Lifesaving Society Swim Instructor, Lifesaving Instructor Course and Standard First Aid, considered an asset
- Trainer Status for one or more advanced courses considered an asset
- Pool Operator Certification, considered an asset
- High Five Quest 2, considered an asset
- High Five Principles of Healthy Aging, considered an asset
- Additional certification through professional organizations such as Ontario Recreation Facilities Association, Parks and Recreation Ontario, Canadian Parks and Recreation Association, National Recreation and Parks Association, Association of Municipalities Ontario considered an asset

- Knowledge of safe work practices relating to job responsibilities and have a working compliance knowledge of the Occupational Health & Safety Act, legislation governing public pools (Regulation 565 Public Pools), maintaining compliance with Technical Standards and Safety Authority (TSSA), the Ontario Human Rights Code, Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), corporate policies and procedures, and Public Health Regulations as it relates to the work environment
- Commitment to diversity, inclusion, and intercultural competencies to best support staff and members of our community
- Experience managing budgets, balancing program revenues over expenses, and forecasting/reporting monthly variances
- Computer knowledge in corporate standard software (Microsoft Office, Pearl, FMW) and department specific software (Xplor, When I Work app)
- A Valid Ontario driver’s G license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment
