Job Description

The County of Elgin has two exciting opportunities for a Full time Legislative Services Coordinator and a Temporary Full-time (18 month) Legislative Services Coordinator.  Reporting to the Chief Administrative Officer (CAO), this role is responsible for assisting the CAO in the performance of the statutory duties of the County Clerk as outlined in the Municipal Act, 2011 and/or other related legislation.

The County of Elgin is seeking individuals with the following experience:
  • Preparation of agendas, meeting minutes and reports to the CAO, County Council members, County Committees, and department heads.
  • Assists with the discharge of statutory and legislative clerk responsibilities as authorized by County Council and set out in provincial legislation.
  • Researches and collects information in support of assigned policy and program projects and funding applications.
  • Analyses and evaluates policy/program information and data. Uses quantitative analysis to synthesize data, identify issues and trends, and prepare analytical and statistical reports, option papers and briefing materials as requested by CAO.
  • Drafts bylaws and resolutions as directed by CAO.
  • Drafts correspondence in response to public inquiries regarding legislation, regulations, policies, and proposed initiatives.
  • Prepares correspondence, information, notices, and materials for utilization by internal and external customers, including web-based and on-line communications.
  • Coordinates resources as required to ensure successful committee meetings and/or public events.
Qualifications:
  • University degree in public administration, political science, law, business or another related field; preference given to applicants possessing a graduate degree in public administration.
  • Minimum 2 years experience in municipal based administration.
  • Demonstrated high level of political astuteness, tactfulness, and diplomacy in all verbal and written communications.
  • Must possess thorough knowledge of requirements for meetings of municipal councils as required under the Municipal Act, 2001, and the Municipal Conflict of Interest Act and other related legislation.
  • Exceptional time and project management skills, organizational and communication skills, and customer focused skills in a fast paced and deadline driven environment.
  • Excellent computer skills relative to web-based applications, databases, and AODA and ODA compliant website development and maintenance.
  • Valid Ontario class ‘G’ drivers’ license and use of a reliable vehicle for County business.
