Summary of Duties:
Reports to a Division Manager. Acts under the direction of an Engineer or Senior Technologist to plan, administer, manage, carry out and approve various technical studies, designs, construction and maintenance works, reports, agreements, and applications related to the operation of the Division.
Work Performed:
- Conducts technical review and prepares engineering responses on water distribution, sanitary sewer, storm sewer, stormwater management planning and sewage treatment plant requirements resulting from Planning Act Applications.
- Reviews, assesses for compliance and recommends acceptance of various technical studies, computer analyses, designs, drawings, applications and proposals submitted by consultants, developers, contractors and others for approval by the Division.
- Prepares "Request for Proposal" for Consulting Engineers. Reviews and recommends submitted proposals for approval.
- Prepares in-house contracts/documents and provides resident site inspection as City Inspector.
- Administers capital works projects. Monitors the project for compliance with the City’s Construction Project Safety Management Procedure, and Health Safety Act and Regulations and takes action appropriate to correct contraventions.
- Prepares designs, estimates and agreements for construction and maintenance works and coordinates the work of Consultants performing similar activities.
- Establishes sewer and watermain replacement priorities for the Capital Program by analyzing computerized data inventories including the preparation of construction cost estimates.
- Investigates, develops, recommends or approves adaptation or modification to technical methods or procedures to deal with deviations from accepted standards, precedents or situations.
- Investigates, develops and recommends changes to existing technical policies, standards and procedures of the division, as required, to the Division Manager.
- Ensures application of and compliance with approved technical policies, standards, methods andbprocedures of the division to consultants, developers, contractors and member’s of the public, and to other Divisions, Departments and government bodies.
- Prepares reports and supporting documentation for Committees and Council, and recommends to Division Manager for approval.
- Reviews payment certificates, change orders, purchase orders, and invoices for contractors and consultants for work performed, correctness and progress of work, and recommends to Manager for approval.
- Schedules, arranges, attends and chairs meetings with other divisions/departments, contractors, individuals, utilities and other external agencies and authorities to plan, coordinate and discuss projects, including public meetings and forums, as a City technical representative.
- Investigates complaints and inquiries and provides information and/or makes recommendations on resolving problems.

- On-site investigation, providing technical expertise and resolution of basement flooding, drainage, water quality and water pressure complaints.
- Carries out field liaison with contractors, City forces, consulting engineers, businesses and homeowners as Division representative.
- Coordinates, directs and participates in the maintenance of the computerized GIS data inventory (SIMS/WIMS), including computerized system models.
- Directs and assists in the collection and analyses of sewer flow and rainfall data, including equipment purchase recommendations, installation and maintenance. Directs pressure and flow testing of water distribution systems.
- Assigns, directs and supervises the work of two or more Technologist I positions.
- Performs related duties as assigned.
Qualifications:
Three-year Community College Civil Engineering Diploma recognized by Ontario Certified Engineering Technician and Technologist (OACETT).
Experience:
Two years related experience.
Specialized Training & Licenses:
Skills and abilities in the following areas are necessary:
- Valid Driver’s Licence – Class G.
- Demonstrated proficiency in word processing, spreadsheets and ability to use database and GIS software.
- Working knowledge of Confined Space Entry practices including standard First Aid and CPR.
- Ministry of the Environment Certificate in Sewer and Watermain Construction Inspection, Sewer Design and Watermain Design.
- Working knowledge of the Ontario Health and Safety Regulations for construction and inspection projects, as Project Manager, with direct implementation of City projects.
- Member of the Ontario Certified Engineering Technician and Technologist (OACETT) as a Certified Engineering Technologist (CET) or Associate Member of the Ontario Certified Engineering Technician and Technologist (OACETT) with full membership as a Certified Engineering Technologist (CET) completed within three years from date of hire.
Compensation & Other Information:
$58,649 - $85,218 (Level 14)
This posting is for two (2) permanent full-time positions.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid - 50% in office, 50% remote. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
