Summary of Duties

Reporting to the Manager IV, Wastewater Operations, the Supervisor, SCADA Systems provides leadership in SCADA (Supervisory Control and Data Acquisition) systems management, supervising assigned SCADA and Instrumentation personnel and ensuring ongoing support to the SCADA systems.

Work Performed

  • Monitors and provides project leadership for all new or upgrade work for water/wastewater in the area of SCADA; participates in sign offs and applicable project deliverables.

  • Assigns duties to staff and monitors processes, procedures and work performed.

  • Provides guidance, training, and mentoring to staff; coordinates, assigns, schedules and checks the work of assigned staff. Addresses performance or conduct issues as required.

  • Conducts performance reviews for staff and participates in staff hiring processes.

  • Oversees SCADA integrators/contractors, including project coordination, supervision of project implementation, contract administration and quality control, as it relates to SCADA projects.

  • Provides consultative support and guidance to project teams.

  • Responsible for development/implementation/maintenance of SCADA standards; ensures SCADA standards are adhered to for all upgrades and modifications.

  • Provides SCADA related training to division staff, as necessary, to support business practices. Provides technical guidance and training to staff on all SCADA/IT related hardware and software.

  • Ensures all preventative maintenance programs to SCADA related hardware, software and peripherals is completed to best practice standards.

  • Develops, updates and maintains procedures and program applications for SCADA data acquisition and reporting, as required by operations personnel, in conjunction with appropriate divisional staff. Assists with the development, revision and maintenance of the Cyber Security Program and incident response, including testing and simulation, as directed.

  • Reviews and recommends on communications requirements, hardware and software requirements, acquisition and replacement. Ensures integrity of the SCADA network communication system.

  • Reviews with SCADA/IT Team log entries and escalates and monitors corrective measures in any event that causes a SCADA system failure.

  • Consults with Division Manager or designate on the required budgetary needs for the SCADA area including software and hardware budgetary needs, and additional staff resources as required.

  • Responds to enquiries on issues related to assigned projects.

  • Participates on committees, work groups and special projects as required. Drafts and/or provides input to reports, as assigned.

  • Ensures all archival information for systems is completed and all operational manuals and associated procedures are current.

  • Prepares SCADA system statistical and status reports. Interprets reports as they relate to condition of systems and potential improvements that may be required to such systems and hardware.

  • Maintains working knowledge of current personal computer platforms applicable to the SCADA operation, i.e., Windows Server, Windows OS, VMware Virtualization.

Qualifications/Experience

  • Three year Community College Computer Engineering Technologist, or Automation or Control Systems Technology Diploma or an equivalent related field of study.
  • Seven to ten years of related experience in a water/wastewater environment including SCADA systems.
  • Significant supervisory experience is required.
 

Specialized Training & Licenses

  • Successful experience supervising staff. Demonstrated leadership and interpersonal skills in order to direct, develop, motivate, and support personnel; hold personnel accountable to divisional objectives; and participate as an effective team member.
  • Demonstrated ethical behaviour and business practices.
  • Extensive knowledge of related acts, guidelines, regulations and legislation and the PCS/SCADA Standards; knowledge of the Occupational Health & Safety Act of Ontario and Regulations.
  • Knowledge of Asset Management best practices, concepts, risk management and capital project execution business processes.
  • Knowledge of water and wastewater treatment processes and process control as it relates to water system and sewer system design, operation and maintenance, and complex hydraulic systems including pumping, piping, valving, etc.
  • Computer literacy utilizing MS Office software applications and with Access, CWMS, and SCADA.
  • Demonstrated organizational, analytical and problem solving skills to resolve complex issues.
  • Excellent organizational and time management skills; ability to coordinate multiple competing interests within short time-lines. Demonstrated project coordination skills.
  • Demonstrated skills in technical writing and technical training.
  • Ability to work outside normal business hours as required to respond to emergency situations.
  • Valid Driver's Licence-Class G.
 

Compensation and Other Information

$76,888 to $101,096 (Under Review)
