Summary of Duties

Reporting to the Division Manager, Water Engineering, the Environmental Services Engineer – Water, assists in the planning, design, management, construction, and operation of the Waterworks system.  This position develops, implements, and promotes water efficiency programs in the City of London to ensure efficient water system operation and maintenance.

Work Performed

  • Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for Water Engineering to meet Council’s Strategic Plan.

  • Responsible for supervising employees including hiring, administration, and performance aspects of reporting employees.  Respond to sensitive and confidential human resource issues as required.

  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
    • Oversee technical and operating staff in the planning, design, contract preparation, and construction of water system projects and operations. Participate in hiring, division training programs and strategic planning initiatives.

    • Develop master plans for the system and related financial sources of funding including but not limited to: rates and development charges.

    • Determine project design and construction requirements and prepare and recommend design criteria. Administer capital projects, review contract documents, evaluate tenders, assist in the recommendation of contract awards, inspection, and administration.

    • Oversee consultants, analyses or perform studies for improvements and future expansion of the water supply system. Direct and supervise consultants and contractors on project assignments and contracts.

    • Assist in the preparation of the water capital and operating budget and its administration; assist in the determination of capital project schedule and staffing requirements.

    • Provide practical and technical expertise related to procedures and policy development, development of standards, and revision of specifications; review and update the material and installation specifications.

    • Provide information and communicate with potential stakeholders during the progress of water system design, approvals, construction, operations, and maintenance.

    • Responsive to new legislation for water regulations ensuring compliance relating to water supply and delivery.

  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities, and build team performance with direct reports.

  • Provide updates, information, and recommendations to the Division Manager, Water Engineering on priorities with responsibility to operationalize identified goals and strategies.

  • Identify and recommend internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Division. Ensure internal controls are implemented, monitored and reported on specific to the Division.

  • May liaise with unions on issues that affect bargaining unit employees.

  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promotes a culture of safety with direct reports.

  • Prepare reports for Committee and Council under direction of Division Manager, Water as required; prepare technical reports, cost estimates and reports to other stakeholders as required.

  • Identify, recommend, adapt, and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.

  • Recommend and develop processes and tools needed to improve efficiencies, and the effectiveness of services provided by the unit.

  • Implement strategies to track and report on performance measures for deliverables using appropriate data collection and analytics.

  • May represent the Division on various boards and committees of external organizations, associations, and government partners to promote regional water systems as a leader, share best practices, build relationships, and recommend solutions; may represent the City on technical matters regarding legal proceedings and Environmental Assessments.

  • Make presentations at public meetings, to corporations, and schools to explain and promote the City’s infrastructure programs and operation.

  • Participate in the development of communication initiatives for the team and in community groups, technical organizations and professional bodies.

Qualifications/Experience

  • Undergraduate degree in Civil Engineering or similar engineering degree with demonstrated experience in the Civil field.

  • Four (4) years or more of experience building and maintaining civil infrastructure, particularly drinking water infrastructure.

  • Experience in a leadership or administrative capacity; managing contractors and/or consultants, or an equivalent combination of education and related professional and lived community experience.

  • Registered Professional Engineer in the Province of Ontario.

  • Demonstrated perseverance and resilience in addressing and escalating, as required, challenges and emergent issues.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; ability to skillfully communicate multiple perspectives and at times provide alternate concepts or solutions; political acumen to identify and manage issues.

  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.

  • Computer literacy in Microsoft Office and related software and database applications; advanced knowledge of computer software programs that may include hydraulic and water modelling, GIS and database management would be an asset.

  • Must possess a valid class ‘G’ driver’s license.

Compensation and Other Information

$96,723 to $126,632
