The Municipality of Chatham-Kent requires a temporary full-time Senior Web Developer/Administrator to join our Information Services Team in the Information Technology Services Department. This position is for a period up to twelve months. The Senior Web Developer/Administrator leads the implementation, maintenance and development of the Municipal internal and external web sites. This includes designing, building, implementing, testing and maintaining the community portal and municipal intranet applications; integrating websites with back  end applications; migrating legacy applications to the web; and working with other departments in planning, developing, implementing and maintenance of department specific web applications. The Senior Web Developer/Administrator provides overall general administration for the community portal and application solutions in accordance with industry accepted best practices and municipal policies.

About Information Services:
The information services team is responsible for administration and support of all corporate applications used by the Municipality of Chatham-Kent including our internal and external websites, content management system, finance, payroll, tax, human resources, recreation programming, customer response systems, geographic information systems, permits, licensing, inspection, traffic engineering and public health. Information Services also provides business analysis support for business process assessment and improvement and service requests.

Essential responsibilities:
• Develop strong relationships with diverse business units to facilitate understanding their business needs
• Develop new tooling, enhancements, modifications and applications for all web-based initiatives using .NET technologies and programming languages
• Incorporate content management technologies, tooling and work-flow processes into the corporate intranet and community portal environments
• Integrate the web sites with back-end applications and legacy systems using a variety of web development languages and web services
• Implement and maintain a training and support program for 140 authors and editors to ensure continual training, information updates, and tips & tricks are shared on an on-going basis
• Organize training workshops to address specific web needs and develop comprehensive training materials and guides for both internal and external author and editor roles
• Provide training and consultation to external organizations
• Act as an advisor and technical consultant for all internet/web issues
• Participate in setting organizational web development strategy
• Ensure that application development methodology is strictly enforced for all corporate applications
• Perform analytical and programming tasks to deliver technical solutions and enhancements
• Perform all major application enhancements and repairs, and troubleshoot software-related difficulties
• Continually develop skills in the technology in place in the application environment, as well as staying informed on new developments in application technology
• Design, develop, and deploy solutions within the organization's architectural and security principles, policies, and guidelines
• Liaise with system experts and consultants on hardware and software issues that affect the website and availability
• Perform server administration and support on all internal and external facing web servers
• Work with Business Analysts and the business units to assist with translating business requirements into technical specifications. Assist in interpreting the needs of business units into technology solutions which meet the requirements
• Provide design and usage recommendations for applications provided by other consultants and/or vendors as needed
• Work with Information Technology Services technical team to develop migration paths and ensure integration with corporate network and security standards.

Essential Qualifications:
Ability to demonstrate Chatham-Kent’s Core Values and Competencies through a combination of education and experience: 
• College certificate or diploma, preferably in an information technology, computer technology or internet technology program, with four to six years of related experience; or an equivalent of related education and experience
• Four to six years of information technology related experience plus a minimum of four years’ experience with internet and web related technologies
• Demonstrated competency in web based development and Microsoft systems and technologies such as: Visual Studio, SQL Server, Microsoft SharePoint, IIS in a .NET environment
• Demonstrated competency in using standard methods and best practices for content management systems, SQL databases and .NET technology
• Programming knowledge and experience in delivering projects based on internet technologies such as ASP.Net, C#, XML/XSL/XSD, HTML, CSS, Javascript, jQuery AJAX, SQL
• Experience with database design, stored procedures and triggers
• Experience with graphics creation and manipulation
• Knowledge of Firewall security, use of ports, operating system conflicts
• Demonstrated competency in server administration, security, data processing and data integrity
• Knowledge of best practice training techniques and understanding of adult learning theory
• Technical knowledge and skill to maintain, troubleshoot and identify problems with our web based systems
• Knowledge of security policy and web standards
• Knowledge of the business units under the umbrella of the Municipality of Chatham-Kent
• Understanding of the partnerships with external organizations that leverage Municipal web tools
• Understanding of the standards and practices that govern web development and administration
• Working knowledge of MS Project, Visio (or similar software programs)
• Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)
• All employees will be required to complete their Health & Safety and other on-line mandatory training on or before their first day of employment; other training (including Health & Safety policies) may also be required

Certifications, memberships, licenses:
• Microsoft Certified Solutions Developer (MCSD) for Web Applications or SharePoint Applications is preferred

Work Environment: 
This position will work indoors.

Driver’s license/vehicle requirements:
Because of the responsibilities, this position requires the successful candidate to have a valid (class G) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent.

Police check requirements
Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

• Hands: constant fine finger dexterity (movement), mousing

Hours of Work:
This position works weekdays, with occasional evenings and weekends.

Compensation:
This temporary full-time position has an hourly wage rate of $34.74 to $39.23 (2015 based on grade 7 of the 2015 non-union ITS full-time compensation plan), plus 15% in lieu of benefits (which includes health & dental benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay.
